    The Defense Security Cooperation Agency (DSCA) constitutes the principal means through which the Secretary of Defense manages the formulation and execution of security assistance and security cooperation programs and related activities. These programs include the Foreign Military Sale (FMS) system through which defense articles and services are sold to eligible foreign governments and international organizations the Foreign Military Financing (FMF) program.

    Your typical work assignments may include the following:

    • In consultation and coordination with OASD(LA), the position lends and coordinates all Department of Defense (DOD) actions as subject matter expert for major arms transfer of Congressional Notification packages from inception to completion in accordance with federal regulations and DOD policies.
    • Develops processes and reviews congressional notifications for the sale or transfer of defense articles and services to foreign governments and organizations.
    • Develops congressional notification packages to meet requirements for successful notification such as, identification of major defense equipment, and reviewing and editing policy justifications and sensitivity of technology statements. Prepares background information to provide to DOS to assist in the State review process. Sends justifications and recommendations to DOS about the timing of congressional notifications.
    • Develops standard operating procedures (SOP) for Congressional Notification development and processing for DSCA, the Military Departments and other organizations. Prepares Congressional Notification information briefings and paper.
    • Prepares information for use as testimony or in answering questions from congressional committees. Reviews and drafts responses for Congressional transcripts. inserts, and questions for the record (QFRs}
