The Non-VA Telehealth Program Manager/Special Projects Manager assists in the management of VA telehealth programs that enable Veterans to receive VA health care at locations that are not part of the VA system, such as within: 1) other Federal agencies (i.e., Department of Defense, Department of Health and Human Services, Health Resources and Services Administration, Indian Health Service, etc.) and 2) non-Federal agencies/organizations (i.e., universities, community centers, nursing homes, community hospitals, VFWs, libraries, etc.). This position provides expert clinical and technical knowledge about telehealth technologies and informatics to assist staff in developing and implementing telehealth programs to: 1) provide VA healthcare to Veterans whose access to healthcare resources are minimal to non-existent; and 2) share healthcare resources via telehealth which can benefit both Veterans and other patient populations supported by Federal agencies (i.e., Active-Duty military personnel, American Indians, etc.). The incumbent provides leadership in the development of the Non-VA Telehealth program and works in collaboration with leaders and subject matter experts (SMEs) in national VHA program offices, VISNs, VA Medical Centers (VAMCs) and other Federal/state/local agencies and organizations to develop policies, processes, resources, tools and systems to support the delivery of quality, safe, and efficient patient care within Non-VA Telehealth programs. The Non-VA Telehealth Program Manager/Telehealth Special Projects Manager performs a full range of administrative duties, participates in highly-complex clinical and technical decision-making, and assures the implementation and maintenance of standards for Telehealth practice nationally related to assigned programs. The individual provides leadership that is characterized by continuous responsibility and accountability for information and practice guidelines that impact multidisciplinary care and influence organizational mission and health care. The individual provides leadership as a nursing consultant in improving and sustaining the quality, safety and effectiveness of assigned programs, including associated informatics and related processes which involve regular communication with clinical, administrative and contracted staff both within the VA and with external organizations/vendors. The individual performs analytical and evaluative work associated with program activities of the OCC/Telehealth Services.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
