The primary purpose of this position is to serves as the focal point, senior technical expert/advisor, and key staff engineer/scientist responsible for planning, designing, directing, conducting, coordination, and advising on projects and programs of broad scope and unusual complexity involving systems engineering/computer science and technical integration concepts.
- Senior technical expert, provides the overall systems engineering/computer science and technical integration expertise for the planning, design, development, and analysis of Air Force Enterprise cyberspace systems, subsystems, and infrastructure
- Provides technical guidance, advisory support, and assistance on an entire project and/or major phases for broad and varied operations
- Provides exceptional technical expertise, advice, and guidance for preparation of Cyberspace infrastructure systems plans, designs, and specifications for Air Force Enterprise programs and projects in the network optimization and hardening areas
- Performs critical analysis concerning engineering/computer science and implementation of cyberspace infrastructure systems and subsystems
50% or less - You may be expected to travel for this position.

QualificationsBasic Requirement GS-1550 Computer Scientist: A Bachelor's degree (or higher degree) in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
Specialized Experience: One (1) year of specialized experience at the next lower GS-12 grade/level or equivalent in the federal service. Specialized experience must include performing engineer/scientist planning, designing, directing, conducting, coordinating, and advising projects and programs involving systems engineering/computer science and technical integrating concepts in network design and optimization, analyzing and applying engineering/computer science concepts AND a) professional competence in applying theoretical foundations of computer science, computer system architecture and system software organization, (b) specialized knowledge of design characteristics, limitations, and potential applications of systems, (c) knowledge of relevant mathematical and statistical sciences. Basic Requirement GS-0855 Electronics Engineer/GS-0854 Computer Engineer
A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge and mastery of engineering, mathematics, statistical analysis, modeling/simulation, computer science, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; and technical skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology.
2. Extensive knowledge and understanding of agency, AF, Department of Defense and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
3. Broad knowledge of cyberspace systems and infrastructure technologies such as computer systems, digital communications systems, cyber infrastructure, network protocols, and computer architectures; and cyberspace security analysis tools and techniques.
4. Knowledge of security procedures to maintain control of classified material.
5. Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems.
6. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
Work is principally sedentary, although there may be some walking or bending involved in activities of the position. The work does not require any special physical effort.
Work is usually performed in an office setting. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, and meeting and training rooms.
Other significant facts pertaining to this position are:
1. Position is designated critical-sensitive and incumbent must be able to obtain and retain a security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Position requires up to 50% TDY within and outside the continental United States. Requires travel by any and all modes of military and/or commercial transportation.
4. Must have a bachelor's degree in a related professional discipline such as computer or electronics engineering, computer science, or mathematics.
5. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve Technical Level II IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C184.108.40.206 or C220.127.116.11. Failure to receive the proper IA certification may result in removal from this position.
6. A master's degree in a technical related field is highly desired.
