    The position is located in the Veterans Benefits Administration's (VBA) Office of Education Service and reports to the Principal Deputy Under Secretary for Benefits (PDUSB). The Education Service is responsible for formulating and recommending plans, policies, legislation, regulations, procedures and standards to the Under Secretary for Benefits for Department-wide application.

    The incumbent is responsible for providing executive oversight, evaluation, and leadership for the Education Service. Advises the Under Secretary for Benefits (USB) and Principal Deputy Under Secretary for Benefits (PDUSB) on the development of VBA's processes related to plans, policies, legislation, regulations, procedures and standards for Department-wide application of education benefits. Within the context of VA's overall operating structure jurisdiction includes the following activities: Post 9/11 GI Bill, Montgomery GI surviving spouses, sons, daughters, children and spouses of permanently and totally disabled veterans; utilization of support programs and affirmative action activities. Ensures improved quality of benefits and services are delivered to Veterans to improve their economic circumstances. Prepares budgets and exercises appropriate and effective budget control. The incumbent oversees the development and evaluation of policies, plans and procedures necessary to effectively implement agency-wide programs in the areas of educational assistance for Veterans and their dependents. Coordinates program activities with other VA offices, Federal and State agencies, Veterans organizations, and private industry, as appropriate. Incumbent formulates strategies for and recommends implementation plans to the PDUSB for new processes, products, and services that will drive improved internal operations and/or delivery of educational benefits and services to Veterans. As the Executive Director, Education Service, develops criteria and standards for managing, organizing and staffing educational activities in all field stations, analyzing and making appropriate recommendations on program related legislation; coordinating program activities with other services, Federal and State agencies, and associations and institutions in the veterans and professional communities.
