This position is located in the Department of Labor, Mine Safety and Health Administration, Metal & Nonmetal Mine Safety and Health, Health Division, Headquarters Arlington, VA.
Serves as a technical expert for the Agency with responsibility for recognizing and assessing miner health hazards, developing policy and objectives, appraising the nation’s miner health program, and initiating requirements for the elimination and control of mine hazards. Evaluates health hazards and assesses the amount of exposure to contaminates in the mining environment.
Writes policies regarding implementation and interpretation of mine health standards, inspection procedures, and enforcement guidelines on mandatory health standards. Develops and recommends revisions in policy, scope, concept and procedures pertaining to health standards and policy. Plans, organizes, directs, and monitors the creation and revision of standard operating procedures which set forth agency enforcement policies regarding mandatory health and safety standards. Analyzes and disseminates complex technical, regulatory, and health related information on mine health to stakeholders, mine operators, labor organizations, manufacturers, State inspection agencies, educational institutions, other MSHA organizations, Federal agencies and the public.
Provides program direction by preparing guidance on health standards and policy. Develops new programs for improving hazard recognition techniques through the application of technology. Directs the development and implementation of training classes and/or seminars for field personnel on regulations, interpretations, policies, enforcement procedures, state-of-the-art technology, statistics and trends, accident analyses and prevention, and education and training regarding health enforcement issues.

Examples of creditable specialized experience at the GS-12 level include, but are not limited to: serving as a technical expert responsible for providing technical and management advice and evaluating health hazards in the nation’s mines. Assists in the execution of special studies and field audits through mine site inspections and/or review of inspection reports, mine records, and other source material, to assure uniformity and thoroughness in the application of the requirements of the applicable program policies. Serving as an advisor on all aspects (e.g., standards case law, enforcement, control technology, health effects) of occupational exposures. Analyzes, recommends and/or coordinates health standards, policies, procedures, guidelines, and reports to enhance, improve and carry out a health program.
