    Summary

    You will serve as a Contract Specialist in the Contracting Division of the Naval Research Laboratory (NRL). This position is responsible for pre-award and post-award procurement functions including price/cost analysis, negotiation, and administration of contracts for services, materials and equipment associated with research, development, test and evaluation, and/or production activities for various laboratory divisions.

    Responsibilities

    • You will perform contract administration on highly specialized scientific equipment as well as professional or technical services relative to scientific studies/research.
    • You will perform pre-award and post-award functions for the acquisition of sophisticated research and testing equipment, defense weapon systems, software systems development, and professional or technical services.
    • You will solicit proposals from contractors and prepare and analyze solicitation documents considering relevant factors within the laboratory environment.
    • You will negotiate individual contracts to obtain services and supplies.
    • You will perform post-award contract functions to monitor contract performance and timelines.
    • You will assist in the overall administration for contracts of sophisticated research and testing equipment, defense weapon systems, software systems development, and professional or technical services.
    • You will provide feedback to management regarding policies, practices and procedures; provide technical mentoring to entry-level specialists.
