    The primary purpose of this position is to provide business advice and to perform all pre-award and post-award functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types; and to procure commodities and/or services for complex and/or diversified programs such as large weapons systems, command wide procurements.

    • Procure and plan acquisitions for standard or specialized items, services, and/or construction contracts where specifications have become standardized and established competitive markets and price competition exist.
    • Review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
    • Develop solicitations and evaluate responses. Compile complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources.
    • Prepare and issue solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation.
    • Use primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts when historical and precedent data are available.
    • Serves as advisor to contracting personnel and other acquisition team members and assists them in identifying acceptable solutions to resolve contractual issues encountered during all phases of the acquisition process.
    • Reviews and evaluates contract actions from the inception of requirements through contract award to ensure regulatory and procedural requirements have been met.
    • Conducts training of contracting personnel to improve organization performance.
    • Participates in special projects and initiatives and performs special assignments.
