The candidate will serve as a policy analyst in the Program Coordination Office and will be responsible for coordinating the development of cross-NIST strategic planning, program evaluation and development activities, including implementing strategies in support of the NIST Strategic Plan. The candidate will develop the tools and conduct data analysis to identify research trends and evaluate impact of NIST programs. The analyst will develop and implement tools to support NIST strategic planning and implementation of those plans. These efforts can include efforts such as portfolio analysis of NIST laboratory programs; metrics to evaluate, analyze, and interpret NIST program performance; and the management of an annual planning processes to set research priorities and inform senior leadership of progress. The candidate will serve as the primary contact for Department of Commerce Strategic Plan implementation and metric reporting activities. The candidate will also support the communication of NIST programs and priorities to external stakeholders, through presentations, white papers, and web content.
The candidate will provide policy and programmatic analysis briefings to senior leadership, on developments in multiple scientific and technical areas in support of budget development and program planning, including efforts related to the formulation of NIST's biological sciences portfolio
The candidate will provide support to the Director of the Program Coordination Office and VCAT Executive Director for the operation of the NIST Visiting Committee for Advanced Technology (VCAT), responsible for working with senior leadership to set meeting agendas; leading the development of white papers, presentations, and other supporting programmatic documents for the VCAT; and coordinating with the Designated Federal Officer to ensure statutory requirements such as annual reports and meeting documentation are met.

BASIC REQUIREMENT: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
SPECIALIZED EXPERIENCE: In addition to the BASIC requirement listed above applicants must have one year (52 weeks) of specialized experience equivalent to the GS-9 federal level (ZP-II for NIST). Specialized experience is defined as experience working on scientific and technology policy issues involving portfolio analysis and program review including the development of metrics to measure program outputs and/or investments. Demonstrated scientific research experience. Experience developing presentations and written reports/analyses for management. Demonstrated ability to work effectively across organizations to achieve joint science policy outcomes.
