This position is located in the Rural Development Business Center Finance Office. The Chief Operating Officer (COO) for the Rural Development Business Center has responsibility for all administrative management functions (to include Chief Information Officer, Chief Enterprise Officer, Chief Financial Officer (CFO), and Human Resources) for the Rural Development mission area with full responsibility for leadership and coordination of these functions with the administration for programmatic aspects of the mission area. The CFO is directly responsible to the COO for the execution of the requirements related to compliance with the CFO Act of 1990, and for providing leadership, coordination, and oversight of all accounting, financial management matters, and the financial execution of the budget for the Rural Development mission area.
As Director, the incumbent plans, organizes and directs the overall functions of the Budget Formulation and Credit Monitoring Division. The responsibility and functional assignment involves the complex formulation, justification, preparation, interpretation and administration of the budgetary programs and policies of RD programs. Coordinates top-level determinations at RD and makes recommendations to the Department, the Agency and the CFO concerning unique financing of operations and complex budgetary practices. Directs all budget formulation and execution activities and supervises all personnel through subordinate Branch Chiefs assigned to such activities.
Establishes and maintains a system of budgetary controls over the allotment, obligation and outlay of funds to ensure compliance with applicable USDA and RD internal policies and procedures, Office of Management and Budget (OMB) and Department of Treasury statutory and regulatory requirements, Congressional intent, and other governing legislation, regulations or policies. Oversees the execution of and controls over the annual and long-range budget estimates; the preparation of related supporting documentation for the financing and conduct and grant programs; and final technical review of budget documents and actions prior to signature to ensure accuracy and compliance. Provides policy guidance and technical advice to the component areas within Rural Development on budget submissions, supplementary budget requests, reprogramming of funds, anti-deficiency act violations, and budgetary analysis in order to ensure the proper presentation of facts and data to support. requests and consistency with the mission area's and Department's budgetary policies.
Directs the development and execution of operations to fulfill the statutory and OMB requirements for using performance information as part of the budget process. Oversees the compilation of budget data and the integration with performance measures to ensure accurate, timely and quality reporting and compliance.
Directs the planning, development and implementation of mission-area wide budgetary policies, plans and procedures for a geographically dispersed organization with personnel located in 47 State Offices, Area and Local offices, St. Louis, MO, and the Headquarters operations in Washington, DC. Conducts special studies and analyses of mission· area policies and programs to model the impact of changes, trends or events on budgetary needs and actions. Studies may involve the analysis or development of program or policy options or the relationship and effect of the national economy on major public-sector performance.
Directs the development and implementation of budgetary information systems for management's use and decision(s), and an integrated budget information system that supports the types, kinds, levels and formats for budget input and output, and output for performance measures.
