This recruitment is for threepositions with the Service Area Office Central (SAOC) Network Contracting Office (NCO) 15, located in Leavenworth, KS.

Contract Specialist / PD# 15024-A, 15028-A, 15032-A
- Conducts post-award conferences with Contractor and Government personnel to provide information and to clarify standard and special contractual provisions of the contract.
- Negotiates required changes to contract conditions to protect the agency.
- Performs cost/price analysis on change order proposals and analysis of delivery requirements.
- Negotiates prices and/or additional time required for performance and consideration on behalf of the Government.
- Performs market research, reviews specifications and statements of work, and approves acquisition milestone plans.
- Performs a complete review of recommended sole-source requirements and conducts necessary market analysis to test the noncompetitive assumptions of requisitions.
- Conducts public bid openings, reviews bids and determines responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements when using sealed bidding.
- Conducts negotiations for competitive and noncompetitive procurements.
- Conducts cost and/or price analysis of offerers' proposals, reviews auditors' reports for adequacy of analysis and conclusions, and considers all information in developing an overall pricing negotiation strategy.
- Utilizes electronic systems for contract writing (i.e. eCMS), contract management, contract reporting (i.e. FPDS). financial management (i.e. IFCAP), in accordance with Agency policies.
- Performs other duties as assigned.

- Physical Requirement: The Contract Specialist position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required.
QualificationsTo qualify for this position, applicants must meet all requirements within 30 days of their submitted application package.
Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-11 position you must have served 52 weeks at the GS-9 level.
Basic Requirements for GS-5 through GS-12
A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
NOTE: The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
Specialized Experience (GS11):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience should include, but are not limited to:
- Recommend the appropriate contract type or contract method for the product or service being procured.
- Prepare to procure products or services to meet customer needs.
- Interpret and apply laws, regulations, policies, standards, or procedures to address acquisition issues.
- Negotiate with vendors to acquire products or services or to address technical requirements, cost/pricing, or other terms and conditions.
- Establish and monitor acquisition milestones to ensure progress toward award.
- Serve as contract administrator on awarded contracts.
3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
Applicants may also combine education and experience to qualify at the GS-11 level.
(Note: Only graduate education in excess of 2 full academic years (or 36 semester hours) of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. can be combined with the appropriate level of experience to qualify for the GS-11.)
Graduate Experience: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
