    This position reports to the Division Chief for Data, Communications and Technology (DCT) in the Bureau of Arms Control & Verification's (AVC) Nuclear Risk Reduction Center (NRRC). The incumbent plans, organizes, coordinates, and implements the automated data processing(ADP) and telecommunications program of the bureau including the design of new systems and the bureau-level implementation of Department and/or government-wide ADP systems.

    • Manages a professional IT contracting staff as a Government Task Monitor or Contracting Officer Representative; Maintains at least a Level II Contract Officer Representative certification;
    • Establishes scope of work and performance standards for contracts; evaluates work performance on contracts through CPARS and regular Contract Status Reviews (CSRs);
    • Proposes five year budget plan for the NRRC. Provides written recommendations and supporting analytical documentation on purchases of hardware and software while adhering to a five year budget plan;
    • Responsible for the overall direction, coordination, implementation, execution, control and completion of modernization projects pertaining to the NRRC’s strategy, commitments and goals;
    • Develops and provides plans and recommendations to keep pace with current and future taskings including advice for the annual strategic planning and budgeting processes to ensure consistency with Department and Administration guidance.
