    Summary

    This position is located in the Air Traffic Organization (ATO), Program Management Organization (PMO). The PMO provides program and acquisition management for the systems and capabilities that modernize andsustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems. This position could be assigned multiple organizations.

    Responsibilities

    The incumbent of this position is a General Engineer responsible for applying experience with and comprehensive knowledge of several engineering disciplines such as Electrical, Electronic and Mechanical engineering to serve as either the Project or Implementation Lead for major Federal Aviation Administration(FAA) large-scale infrastructure programs that transform, modernize and sustain the National Airspace System (NAS).

    As a principal technical specialist. the incumbent demonstrates experience applying System Engineering technical management processes and tools such as configuration management, technical performance measures tools and technical design tools to facilitate the development of the program acquisition approach, define program scope and coordinate an integrated Master Plan. The incumbent applies experience tracing system requirements using sonware architecture to plan for key processes employed in the interface process. Using comprehensive knowledge of performance-based logistics, the incumbent formulates and defends a strategy that optimizes total system life cycle costs.

    Using comprehensive knowledge of Acquisition Management System policies and processes, the incumbent evaluates the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process. The incumbent formulates an Acquisition Strategy that includes a comprehensive contracting approach that incorporates risk mitigation strategies. The incumbent applies experience using automated tracking systems such as Oracle and Delphi to apply and track the program according to FAA policy for financial planning. programming, budget development and execution.

    The incumbent applies experience using advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts for inclusion in presentations to senior officials. The incumbent leads efforts to structure an effective requirements development and management effort that traces engineering and technical specification back to the user's system requirements. The incumbent plans, monitors, and conducts special projects, studies and initiatives; and conduct quantitative and qualitative analyses. The incumbent analyzes complex problems, identifies significant factors, gathers and interprets pertinent data, and applies established rules and procedures in order to recommend effective solutions.

    The three (3) PMO directorates' key functional areas are: (1) program control cross-cutting analysis and Integration, and special initiatives; (2a) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation; (2b) services that support decision making for traffic now managers and services that go directly to pilots to improve safety and efficiency; and (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and night services in the NAS.

    Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.
