    The Senior Management Analyst performs a variety of senior level tasks related to strategic planning, performance planning and reporting, management processes, and program assessment.

    Major Duties and Responsibilities

    The incumbent assists the Supervisory Management Analyst with developing FHFA's strategic plans, annual performance plans, annual performance reports, and internal performance tracking and reporting.

    Strategic Planning and Performance Management Activities

    Assists the Supervisor with the development of the Agency's strategic plan, annual performance plan, and annual performance report, soliciting and incorporating input and comments from FHFA management, staff, and stakeholders, as appropriate. Assembles information, writes narrative that analyzes annual plan results, and presents agency accomplishments in a positive manner.

    Assists with leading periodic strategic planning meetings to analyze data and information and reach consensus on issues related to FHFA's strategic plan, identify areas for priority emphasis, the outcomes desired, and the strategic goals and organizational strategies that will achieve the outcomes.

    Works with FHFA management and other FHFA staff to develop meaningful performance goals, measures/indicators, targets, and strategies to meet the requirements of the Government Performance and Results Modernization Act (GPRMA).

    Coordinates with FHFA's budget office to ensure alignment of the budget with FHFA's goals and objectives.

    Maintains knowledge of issues, trends, and advances in strategic planning and performance management. Maintains strong knowledge of the changes in the GPRMA and other related laws, and the Administration's guidelines for management and planning. Assesses the impact of these developments on FHFA's plans and activities and makes recommendations for improvements.

    Project Management Activities

    Plans and manages the development of major agency reports to include establishing project plans, timelines, and procedures. This includes working and coordinating with other FHFA offices that are executing projects in support of the agency's strategic planning and performance management reports.

    Serves as lead for the agency's Performance Management Database (PMD). Develops procedures and improvements for the PMD. Maintains the PMD and provides guidance to FHFA offices regarding quarterly updates.

    Serves as COTR on OBFM contracts related to strategic planning and performance management responsibilities.
