The primary purpose is to perform Base level Cyber Systems Integrator (CSI-B) duties for multiple ANG Bases within a specific assigned geographical region. Responsibilities include development of short and long-term planning, programming, and funding strategies. Incumbent provides guidance and assistance concerning, engineering, development, deployment, and validation of C4I systems, and ensures these systems are integrated and implemented through cost-effective solutions. The incumbent is responsible for the development and validation of the Base C4I Blue Prints for multiple ANG Bases within a specific geographical region and development of architecture to ensure that C4I installations meet customer requirements and conform to Department of Defense (DoD), Air Force (AF) and ANG architecture standards.

GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Experience that prepares the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its applicable career level.
To qualify for appointment to ANG Telecommunications Specialist, GS-0391-11, position located at an Air National Guard (ANG), State Headquarters (HQ), Cyber Engineering Installation Group (CEIG), Engineering Installation Squadron (EIS), an ANG applicant must qualify for award of the position's compatible elements and there must be a vacant manpower authorized position requirement to satisfy the position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must meet the position's specialized experiences and competencies in how to engineer, install, remove, and/or perform maintenance on the Cyber Security and Control System (CSCS) Weapons System and supporting Command and Control, Communications, Computer and Information (C4I) systems. Experienced in the Base level Cyber Systems Integrator (CSI-B) duties for multiple ANG Bases within a specific assigned geographical region. Skilled in the develop-ment of short and long-term planning, programming, and funding strategies. Applicant has experiences in providing guidance and assistance that concerned engineering, development, deployment, and validation of C4I systems, and understands how systems are integrated and implemented through cost-effective solutions. Experienced in the development and validation of the Base C4I Blue Prints for multiple ANG Bases within a specific geographical region and development of architecture that ensured C4I installations met customer requirements and conformed to Department of Defense (DoD), Air Force (AF) and ANG architecture standards. Applicant must have a working knowledge of engineering methods and techniques, along with a knowledge of and skill in applying current commercial and military standards. Must have the skills and knowledge of the advanced C4I concepts, principles, and practices of electronics engineering sufficient to analyze systems that
incorporate various types of communications equipment. Experiences included the integration of existing and planned technology necessary to identify telecommunications requirements, ensure diverse systems and equipment interoperability and compatibility, and apply emerging technologies to achieve operational efficiencies. Competent in applying DoD, AF, and NGB policies, standards, directives, and operations manuals required to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate solutions regarding the merits of proposed applications and design changes. Skilled in the abilities to develop supporting documentation and provide the CSI-C with technical expertise and situational awareness of the delta between the current base infrastructure and CSCS infrastructure goals for developing POM requirements. Must have a working knowledge of consensus technical standards such as, the Institute of Electrical and Electronics Engineers (IEEE), Telecommunications Industry Association (TIA); and, the Electronic Industries Association (EIA), Building Industry Consulting Service International, Incorporated (BICSE), and American National Standards Institute (ANSI). Experiences included the implementing practices derived from Cyber concepts, principles, practices, procedures, policies, standards, and operational requirements. Must have the ability to translate the customers' needs into requirements with potential solutions that utilizes available technology and identifies cross-functional dependencies, such as Civil Engineering. The applicant must have knowledge of and skill in using multiple Computer Aided Drafting and Design (CADD) and geospatial software programs. Must have a working knowledge of Civil Engineering programming practices as they relate to Military Construction (MILCON) and Sustainment Remodeling and Maintenance (SRM) projects for their assigned installations.
You must have the following education to qualify: Must have a high school diploma. An undergraduate degree from an accredited college or university or from an equivalent professional military education school supports a well-qualified result.
