CURRENT MEMBERS OF THE IDAHO ARMY NATIONAL GUARD
This position is located in the Total Army School System Regiment or Regional Training Institute (RTI). Performs a variety of staff level work to ensure the success of the Department of the Army (DA) training mission requirements based on the Army Program for Individual Training (ARPRINT).
Assists the Training Administrator with the Total Army School System (TASS) in accomplishing command coordinating authority responsibilities. Assists the Training Administrator with various aspects of operations. Reviews data in the Army Training Requirement and Resource System (ATRRS) for appropriate input/output procedures, accuracy and quality assurance. Uses all Training Management Systems such as ATRRS, the Individual Training Requirements Module (ITRM), etc. Ensures that the training institute and TASS organizations adhere to timelines established by the Training Management Life Cycle either through command and control or coordinating authority. Assists in the management the Distance Learning Programs. Knowledge of ATRRS and various automated training management systems is required to obtain statistical data required by the Training Administrator and the staff.
Identifies and implements required modifications of Programs of Instruction (POI) in accordance with regulations and the requirements and situation of the institute. Ensures that training support materials (i.e. training support packages, references, etc.) and training aids are consistent with the POI. Reviews and evaluates training support training aids such as films, video tapes, charts, maps and photographs to ensure their adequacy and consistency with objectives. Assists in the formulation and preparation of training schedules, directives and materials for the mission. Maintains training support material/reference files and obtains updates as necessary. Maintains liaison with the Army Training and Doctrine Command (TRADOC) proponent schools, National Guard Bureau (NGB) and other TASS organizations to requests training materials and publications to supplement programs. Prepares and issues local instructor guides in accordance with proponent policies and regulations. Ensures preparation of instructors after action reports and critiques. Plans and schedules instructor proficiency classes to help instructors attain certification and maintain their skills. Researches regulations regarding individual's participation in training programs.

GENERAL EXPERIENCE:
This series includes positions that involve nonprofessional work of a technical, specialized, or support nature in the field of education and training where the work requires knowledge of program objectives, policies, procedures, or pertinent regulatory requirements affecting the particular education or training activity. Conducts education and training tasks for maintenance, operations, and mission support training; instructing specialized programs; providing education services; writing curriculum development; and completing instructor activities. Develops, delivers, and evaluates education and training programs and classroom activities.
To qualify an applicant, apply and evaluate the applicant's competencies (Skill, Knowledge, Ability and Behavior), experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification criteria are required to successfully meet the basic qualification factors within an applicable career level in one of the seven specified Education and Training program disciplines:
- Skilled in collecting and analyzing data effectively, efficiently, and accurately;
- Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication;
- Ability to write English in reports and presentation formats;
- Ability to communicate -orally and in writing- clearly and effectively;
- Ability to assess body language to ensure positive response and understanding results; and,
- Skilled in applying procedures and directives by reading and interpreting technical material.
General Experience - All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability, and.
Specialized Experience - For all GS-1712 candidates, specialized experiences are defined as progressively responsible work that demonstrates the candidate's full competency range (Skills, Knowledge, Abilities and Behaviors) to perform tasks and responsibilities as determined from a completed job-analysis of the pertinent position description. The specialized experiences must include a span of competencies that include the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific instructor positions, must have the competencies to translate specific subjects criteria and information into a teaching/training capability. The applicant's experiences must demonstrate his or her competency to perform the duties and responsibilities as defined and described by the applicable position description.
SPECIALIZED EXPERIENCE:
Must have at least 24 months of experiences that demonstrated the particular knowledge, skills, and abilities to successfully perform the duties of the position. Basic knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge of training centers, training programs, schools, and units. Policy. Have some experiences in conducting or developing education and training programs. Also, have some experiences conducting, supervising, or developing education or training programs. Basic understanding in the Army or Air Force education and training policy requirements. Some experiences in working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is necessary of audio-visual presentation, educational tests and measurements, and instructing techniques. Knowledge of Army or Air Force education and training programs in regard to their principles, and procedures. Limited experiences in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Basic capabilities in communicative interpersonal skill applications and distance learning concepts. Experienced in effective communications. Have some capabilities and experiences in presenting professional courses and briefings; and near proficient capabilities in writing reports and records. Some experiences as a participant and presenter during training and military or civilian conference events.
Must have a high school diploma or general education development (GED) diploma.
Higher Education Degrees are Allowed as Substitutions for specialized experiences in the three career disciplines of Series GS-1712, Education and Training, as applicable, in order to fully perform the duties of the position.
