    The OTT provides advice, guidance, and assistance on the development and management of intellectual property; registration and management of patents; terms and negotiation of collaborative agreements; management and administration of licenses and royalties; transfer of research materials; and interpretation of laws, policies, rules and regulations, especially those related to the implementation of the Federal Technology Transfer Act of 1986.

    • Originate and draft complex CRADAs which permit the interchange of scientific and technical personnel.
    • Negotiate CRADAs with the profit and nonprofit organizations who will be parties to said agreements, including the planning and execution of such negotiations.
    • Manage and monitor the process for handling CRADAs and potential inventions involving all interested parties including the inventing scientists.
    • Use administrative background and scientific and/or legal knowledge to advise outside organizations, universities and other non-profit institutions about the suitability of their proposed projects to the research and development goals.
    • Advise intramural scientists where to look for research and development collaborators based on his/her knowledge of the research and development capabilities of various universities, nonprofit, and commercial organizations.
    • Originates drafts, negotiates, and manages a portfolio of Material Transfer Agreements (MTAs), Confidential Disclosure Agreements (CDAs) Clinical Trial Agreements (CTAs), and Materials CRADAs (M-CRADAs).
