Serves as the MSHA authority for promulgation of standards and regulations.
Represents MSHA in meetings and consultations with representatives of industry and/or organized labor to discuss the most sensitive or controversial regulatory proposals. Conducts or represents MSHA in public rulemaking hearings. Represents MSHA in meetings with the Office of the Federal Register, DOL, the Office of Management and Budget (OMB) and other governmental agencies.
Represents the office on high level task forces or committees, with responsibility for ensuring that the Director's views, interests, and concerns are accurately presented and supported.
Assures that regulatory development is linked to MSHA and Departmental goals and timetables. Develops long and short-term strategies to achieve rulemaking goals. Serves as liaison between MSHA, the Assistant Secretary for Policy and other DOL officials for obtaining the Secretary’s approval on regulatory proposals. Oversees the preparation of rulemaking documents to be published in the Federal Register.

Prepares supporting documentation for MSHA's Semi-Annual Regulatory Agenda and Regulatory Plan. Keeps abreast of executive and legislative initiatives which affect the Agency's regulatory program. Develops new or revised programs, policies, and supporting procedures.
Plans, directs and coordinates the development and promulgation of regulatory projects in accordance with the Federal Mine Safety and Health Act of 1977 (Mine Act), as amended by the Mine Improvement and New Emergency Response (MINER) Act of 2006. Ensures that work is done within guidance established by the Mine Act/MINER Act, the Administrative Procedure Act and other statutes and executive orders. Ensures that standards and regulations are concisely and effectively written and easy for the public to understand.
Directs the program to translate technical safety and health requirements into regulatory language. Oversees management of the rulemaking docket including accurately collecting and disseminating current and archival records, (b) certifying records for court filings, and posting rulemaking records at Regulations.gov. Oversees the work on petitions for variances from mandatory safety standards (Petitions for Modification); monitors all petitions through the approval process, final resolution and publication in the Federal Register.
Prepares and/or directs the preparation of legal decisions of the Assistant Secretary in Petitions for Modification cases appealed to the Assistant Secretary.
Serves as Chief, Regulatory Development Division and supervises a staff which includes the docket manager, senior health specialists, an industrial hygienist, and an epidemiologist. Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointments, promotions or reassignments; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; promotes workplace safety; effects minor disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees, providing or arranging for needed development and training; finds ways to improve production or increase the quality of the work directed.
