    Responsibilities

    As a Contracting Specialist for the Office of the Chief Financial Officer, Office of Procurement you will be responsible for:

    • Serving as a Team Lead and Contracting Officer for the designated Division on a broad range of complex, high dollar value acquisitions for products and services necessary to meet the United States Patent and Trademark Office's (USPTO) mission requirements.
    • As as a principal representative of the USPTO Office of Procurement to customers within USPTO.
    • Conduct negotiations and meetings with contractors on senstitive and/or controversial issues as an authoritative contractual representative.
    • Advise senior level management on the status of procurement actions, including problems encountered and proposed solutions to program difficulties.
    • Providing technical guidance to junior and senior Contract Specialists on all aspects of pre and post award acquisitions and contract activities.
    • Serving as a resource for other specialists on contracting and acquisitions policies and procedures, provides necessary on the-job training, and assists specialists in dealing with various government personnel, contractors, and others from the public.
    • Assists in the preparation of and maintains current acquisition plans, appropriate milestone charts, and related schedules.
    • Assists in the preparation of justifications (e.g. sole source, brand name, limited sources).
    • Advises program officials of the procurement objectives to be used, and assists in the preparation of performance work statements, statements of work, and statements of objectives.
