    Plans, directs, evaluates, coordinates and controls work of a multidisciplinary CoP to include business line managers and professional and technical subject matter experts (SMEs). Exercises continuing supervision to ensure that plans and investigations undertaken by the Field Operating Activities are soundly conceived, are formulated to the proper scale and scope, and are responsive to the various legislative and executive authorities governing restoration, conservation, and development of the nation's water and related land resources. Provides program oversight and guidance for projects carried out under the continuing authorities program. Reviews proposed Civil Works legislation relating to the study and project authorizations, preparation of study resolutions and other related legislation, and at the request of the DCW, providing assistance to the Congressional Committees on Public Works in preparation of the Water Resources Development Acts. Develops, planning guidance for the conduct of general investigations and reevaluation studies. Develops annual budget recommendations for the general investigations account and at the request of Programs Division provides assistance to the appropriations committees in connection with the annual appropriations process. Monitors Civil Works research related to planning activities. Responsible for the completion of reports of the Chief of Engineers to Congress recommending Federal participation in plans formulated by Planning CoP on behalf of HQUSACE, Divisions, and Districts. The incumbent is delegated authority commensurate with assigned responsibility for independent decisions and actions on matters affecting policies, procedures, standards, and other official guidelines for the Civil Works program within the framework of existing legislation, executive orders, and other policies. Technical decisions are accepted as authoritative.
    As the chief of a Regional Integration Team (RIT), provides primary point of contact for the Regional Business Center (RBC) in Washington, serves as the RBC's representative for all mission and support areas in resolving issues within assigned area of expertise. Coordinates directly with the RBC to resolve critical and complex issues. Establishes and maintains relationships at the national, Major Subordinate Command Division, and District level. Works closely with other RITS and the Program Integration Directorate in integrating mission areas including resources and program requirements.
