Analyzes property and space to provide capital planning of new or remodeled assets to improve the Library of Congress's (LOC) mission. Devises, develops, and manages the LOC’s space governance system, policies, and procedures. Implements LOC’s space and interior planning and management program through governance, analysis, planning, and coordination of short and long-term space needs. Assesses and acts upon requests for new space allocations and revisions to existing space, ensuring consistency with institutional goals, plans, and policies. Coordinates the development of new facility requirement studies, pre-design studies, site-selection, and operational business plans for emerging facility development, major space renovations, and assists facilities staff as required on smaller space needs. Works collaboratively with the Architect of the Capitol (AOC) and/or General Services Administration (GSA) for on-site and off-site master planning. Drafts or facilitates development of requirements documents on all capital improvement projects. Monitors and creates statements of work for Library contracts supporting Library space requirements; evaluates technical proposals; attends all agency/contractor/client meetings including pre-proposal conferences and project meetings. Provides guidance on large-scale project test-fits.
Responsible for developing, maintaining, and overseeing a complete inventory of LOCs building and space data. Establishes space standards. Ensures floor plans and seat assignments are up to date by conducting space audits. Ensures coordination and collaboration between the Facility Services Division (FACS) and the AOC and/or GSA and all other stakeholders to effectively and efficiently identify and allocate space, maintain current floor plans and data on facilities, vet requests for space, and make space allocation recommendations to senior LOC management following pre-established standards. Develops space utilization performance metrics and analyses that assist LOC leadership in making planning decisions and resource allocations concerning space. Manages the allocation of institutional swing space. Participates in space programming sessions to ensure maximum utilization. Triages day-to-day space issues with the Service Units (SU) and FACS. Collaborates and evaluates SU proposals for facilities renovation and expansion to ensure that they align with the goals of the institution and are responsible/appropriate in terms of resource and square footage requirements. Writes correspondence, reports, or other documents related to self-directed work assignments or developmental activities. Independently plans and prepares reports or other working documents related to complex program issues. Provides expert guidance in the resolution of complex problems or administrative issues. Prepares and gives briefings regarding a variety of topics, programs, projects, etc. Uses a variety of automated presentation packages for the most effective exchange of ideas and information.
Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensures each employee has an integral role in developing the final team product. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Responsible for the procurement on, major projects, serving as Contracting Officer (CO) or Contracting Officer Representative (COR). Determines whether in-house personnel or contractors will accomplish projects; develops technical requirements, decides methods and types of contracts necessary to meet project or task order needs; resolves disputes that arise; and develops the statement(s) of work (SOW). Contracts often entail the development of highly complex contractual agreements involving extensive cost and price analysis, special pricing arrangement, and careful and extensive evaluations of contractor qualifications and capabilities. Evaluates requirements that will necessitate contract development. Prepares necessary administrative paperwork, including specific requirements, scope of work, project schedules, cost estimates, and vendor lists. Determines standard and project management controls for inclusion in statement of work products that are incorporated into contracts.
