You will serve as a SUPERVISORY INTERDISCIPLINARY COMMUNITY PLANNER/BIOLOGIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the ENVIRONMENTAL PLANNING AND CONSERVATION DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

This is an interdisciplinary position which may be filled by any of the following series: Community Planner (0020), Biologist (0401), Environmental Engineer (0819), Physical Scientist (1301).Responsibilities
- You will translate regulatory environmental requirements into actionable environmental policy, instructions, and/or guidance.
- You will direct technical evaluations for environmental engineering or scientific studies to correct environmental deficiencies.
- You will direct the allocation of resources (e.g., funds, manpower, facility, space) to accomplish program missions.
- You will assign daily tasks to staff members to ensure work is completed based on priorities and capabilities of the employees.
- You will manage engineering project operations (e.g., materials, personnel resources) to ensure efficient performance of efforts.
- You will develop solutions to mitigate or eliminate obstructions to environmental project completion.

- Selectee must obtain and maintain a current valid United States driver?s license. Driving an automobile or van will be required as will field visits to mission operational sites, environmental facilities, sites, etc.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Procurement Integrity Certification-The incumbent is required to comply with Federal Procurement Policy Act (41 USC 423) as amended.
- This is a Critical Acquisition Position. Member of the Defense Acquisition Corp is required. The incumbent must sign a Critical Acquisition Position Service Agreement, Form DD-2888.
- Periodic travel is required, sometimes on short notice. Travel by military and commercial aircraft may be required.
Qualifications
In addition to the Basic Requirements for this position, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Providing environmental planning, NEPA evaluations for proposed projects, cultural resources and natural resources management, and program/project execution for an organization that spans multiple states; 2) Ensuring requirements of federal, state, and local environmental planning, cultural resources and natural resource laws, rules, and regulations are upheld; 3) Developing acquisition strategies to ensure adequate contracting tools are available to execute assigned programs; 4) Providing strategic vision, direction, common processes, workforce planning, and innovations for the programs assigned across multiple states; and 5) Providing development of funding requests for the assigned programs and coordinating with customers and staff from within and external to the organization; and 6) Providing leadership/mentorship to junior employees. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education. Applicants should meet the DAWIA Certification requirements for the Facilities Engineering Career Field and be certified at Level III at the time of application. PHYSICAL DEMANDS:
Occasionally, during field visits, there may be walking, bending, climbing, and stooping to observe environmental conditions, etc. Applicable safety requirements are to be met. This position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided.
WORK ENVIRONMENT:
Field visits may require the use of appropriate safety and Personal Protective Equipment (PPE) such as, hard hats, safety shoes, protective eyewear, and on rare occasions, PPE such as, respirators and protective clothing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
