The Associate Provost for Strategy and Organization functions as a key member of the senior level leadership team in the Provost Office. The purpose of this position is to support and advise the Provost on implementation strategies and organization options for SI programs and initiatives. The Associate Provost manages a team of program officers who work to strengthen the value and impact of SI and its constituent units, and contribute to success across a wide variety of strategic projects.

Strategic Plan. Provide support to the Provost in oversight and leadership on the articulation and implementation of the Smithsonian strategic plan as it impacts both the Office and units reporting to the Provost. Serve as primary liaison to the Strategic Plan Implementation team. Track and monitor Provost Office responsibilities and deliverables.
Provost Oversight/Major Projects. Assist in the identification, coordination, and leadership of significant multi-unit projects and activities either of interest to, or the ultimate responsibility of, the Provost. Develop appropriate reporting tools to ensure that the Provost and relevant units are kept up-to-date on issues and progress. Work with program officers to develop consistent reporting expectations on all matters monitored by Provost Staff members (e.g., Arts, History/Culture, Science clusters) and ensure appropriate and visible support of units.
Institutional Representation. Provide support and represent the Provost, if necessary, for major Smithsonian oversight and planning groups. Represent the Provost or serve as liaison in external partnership discussions as assigned. Assist in prioritizing, developing, and managing partnerships.
Provost Office. Coordinate communication and teamwork among major areas of Provost's office (program officers, international relations, operations), develop agendas for regular meetings and track decisions. Assign responsibilities and clearly communicate priorities to program officers and other relevant staff. Collaborate with the Associate Provost for Education and Access (APEA) and the Deputy Under Secretary for Collections and Interdisciplinary Support (DUSCIS) to ensure their activities are included in the strategic objectives of the Provost. Coordinate with the Director of Operations to effectively anticipate and align program objectives to financial and operational resources. Work with the Office of the Secretary to track and monitor assignments to the Provost's office. Work with the Office of Advancement to coordinate the Provost’s participation in Advancement work, especially foundation relations.
Planning. Lead development of Provost's annual plan and priorities, coordinate gathering and analysis of annual plans and priorities of units, and participate in Smithsonian-wide articulation of annual priority planning.
Performs the full range of supervisory duties for direct reports. Responsible for human resources and time and attendance supervisory requirements for subordinates, including recruitment, performance management, discipline, leave, timecard and travel approval. Supports the Institution’s equal employment, diversity, and health and safety program goals and ensures the support of such policies in subordinate organizations.

BASIC QUALIFICATIONS
Applicants must clearly demonstrate the necessary level of managerial and leadership skills and competence to perform successfully in this position. This includes a degree in an applicable subject matter field, or a combination of education and appropriate experience that provides knowledge comparable to that normally acquired through successful completion of a four year course of study in an applicable subject matter field.
SPECIALIZED EXPERIENCE
In addition, applicants must have one year of specialized experience at the GS-15 level or equivalent private sector level. This experience is defined as demonstrated knowledge and leadership skills in managing strategic priorities, program initiatives and operational functions of a museum, nonprofit organization, foundation, private corporation, or government agency that has been acquired through years of progressive experience.
The applications that meet the basic qualifications will be evaluated further against the following criteria:
1. Demonstrated skill in leading an executive level office that manages multi-department functions. This includes demonstrating expert knowledge of strategic planning, annual tactical planning, goal setting, and establishing metrics and reporting protocols.
2. Skill in building cooperative relationships between colleagues and organizations within your oversight, and with stakeholders inside and outside the Institution. This includes explaining positions/solutions, both orally and in writing, and gaining acceptance by museum and/or research facility colleagues and customers/managers at all levels.
3. Skill in leading and managing a multi-disciplined and culturally diverse workforce. This should include fostering teamwork and high morale; attracting, retaining and motivating employees; and implementing EEO/Affirmative Action policies and programs.
SUPERVISORY CONTROLS
The incumbent reports to the Provost, who provides broad guidance on overall policy, program objectives and delegated authority. Work performance is evaluated in terms of effectiveness in achieving program and Smithsonian goals.
SECURITY LEVEL
This position has been reviewed to determine the level of POSITION SENSITIVITY. Based on the nature of the work, the position has been determined to be Public Trust/HIGH RISK. This designation will require (1) a pre-employment Security Agency Check (SAC) for the prospective incumbent; and (2) a subsequent comprehensive background investigation and favorable adjudication in order to continue in the position.
