The incumbent is responsible for administering flight checks in rotor wing aircraft for the purpose of issuing/withdrawing authorization cards for mission specific applications, providing safety evaluations of aircraft and equipment used in missions, pilots aircraft, and provides evaluations of facilities performing maintenance on DOI aircraft.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as a pilot-in-command (PIC) of light single and multi-engine rotor wing aircraft for point-to-point transportation, testing and evaluating aircraft, and assessing pilot qualifications and in support of natural resource mission.
2. Evaluates the capabilities of private contractors to perform point-to-point, high reconnaissance, special use flight activities such as; low level reconnaissance/surveillance, fire suppression, external load, long line vertical reference, mountain flying, offshore platform, float operations, rappel, short haul, animal capture and gathering, etc.
3. Periodically reevaluate pilot’s qualifications for performance for various mission applications through flight checks. Independently determines pilots continued ability to perform mission requirements with authority to issue or withdraw the qualification card.
4. Provides technical aviation assistance with Department of the Interior (DOI) Bureaus/Offices for evolving or changing programs that require aircraft support and determines mission aviation requirements, types, and numbers of equipment needed to support the program.
5. Leads or conducts surveillance and inspections of diverse types of rotor wing aircraft, pilots, and ancillary equipment to ensure maintenance and safety compliance with contract requirements and DOI, OAS, Federal Aviation Regulations and Federal Acquisition Regulations (FARs) and other Federal regulations.
6. Identifies and resolves technical problems related to safety and adequacy of operations, qualifications, and proficiency of pilots, training deficiencies, suitability of aircraft for missions performed, and efficient utilization of equipment.
Salary Information
GS-12: $73,375-$93,388 per annum
GS-13: $87,252-$113,428 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Minimum Qualification Requirements:
To qualify for this position you must meet the Minimum Qualifications, Department Qualifications, Specialized Experience and Conditions of Employment for the Aviation Safety Series (1825).
General Requirements:
1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years.
2. Valid State driver’s license
3. Fluency in the English language
4. No chemical dependencies or drug abuse that could interfere with job performance; and
5. At least a high school diploma or equivalent.
Flight Experience: You must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements including recency of flight experience. The categories in which you are required to demonstrate proficiency related to the particular position being filled are (1) the general knowledge and skills to pilot aircraft, and (2) the specific knowledge and skills required of the position to be filled. **Your application and/or resume must contain the mandatory flight requirements listed below. Failure to include the information will result in an ineligible rating. Flight hours will be verified through log books upon interview.
1. 1500 hours total pilot time
2. 1200 hours of Pilot in Command time in rotor wing aircraft (24 hours PIC within the last 12 months, including 6 hours in the last 6 months)
3. 25 flight hours night flying in rotor wing aircraft
4. 100 flight hours turbine powered rotor wing aircraft
Certification/ Licensing: You must possess current Federal Aviation Administration (FAA) certificates and Ratings as follows: **You are required to submit proof of the certificates and ratings with your initial application. Failure to provide documentation will result in disqualification from consideration for this position.
1. You must possess current Federal Aviation Administration (FAA) Commercial Pilot or Airline Transport Pilot Certificate with rotorcraft-helicopter ratings;
2. FAA Certified Flight Instructor-Helicopter or Military Equivalent- Must possess a CFI at time of employment or qualified and willing to obtain CFI within 6 months of entry of employment. Note: CFI must be obtained within 6 months of employment or candidate will be found ineligible for position and terminated.
3. Current Class II Medical Certificate.
NOTE: Please include any previous rotor wing experience flown as PIC. Please also include any previous fixed wing experience flown as PIC. Also, during the interview process, the candidates will be expected to produce a Pilot Logbook to substantiate the minimum qualifications requirements and flight experience. The aeronautical experience entries shall be organized in a manner that is acceptable to the FAA Administrator as indicated in 14 CFR 61.51 (b).

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to work of the position to be filled. Specialized experience is defined as: 1) operational experience flying rotor wing aircraft in natural resource missions such as: mountain flying, low-level flying, wild-land fire activities, and/or external loads; 2) administering flight checks in rotor wing aircraft for the purpose of issuing/withdrawing authorization cards for mission specific applications; and 3) experience serving as a Pilot-In-Command (PIC) for rotor wing aircraft.

(Vertical Reference Long Line is defined as: visually placing loads on specific targets with precision using a minimum line length of 100’ and without the assistance of a crew member or spotter” (hoist operations do not meet this criteria)). Physical Demands: The work requires moderate physical activity of short duration such as associated with flying in adverse weather conditions and when evaluating pilot skills in special use or low level reconnaissance missions.
Working Conditions: The work is performed in an office setting, aircraft hangars, aircraft cockpits and out-of-doors. When pilot check flights are performed and actual emergency conditions are simulated, the employee may be subject to considerable stress and extreme heat or cold weather conditions.
