    About the Position: This is a permanent position with Headquarters, U.S. Army Corps of Engineers ( HQ USACE), Directorate of Contracting, Principal Assistant Responsible for Contracting (PARC). The PARC office is engaged in Procurement Management Review (PMR) Program, Peer Review Program, and the Enterprise Training Program that provides interpretation of higher-level policy and guidance and assistance to United States Corps of Engineers (USACE) in implementing policy.

    Responsibilities

    • Participates in the development and execution of these Programs at both the Headquarters US Army Corps of Engineers (HQ USACE) and Deputy Assistant Secretary of the Army for Procurement (DASA(P)) levels.
    • Serves as the lead and/or a member of USACE enterprise training development and implementation teams and review and assessment teams.
    • Serves as the lead and/or a member of United States Corps of Engineers (USACE) enterprise training development and implementation teams and review and assessment teams.
    • Interprets higher-level contracting policy and directives, and provides guidance and assistance to United States Corps of Engineers (USACE)/Regional PARC District/Center contracting personnel in implementing policy.
    • Serves as regional procurement subject matter expert and recommends the development of policy and regulations governing the worldwide contracting activities of the US Army Corps of Engineers.
    • Participates in the implementation of the formal contracting training program in support of Military and Civil Works Construction, Architect-Engineering programs, major complex services contracts and contract administration.
    • Develops, implements and executes of one or more primary Department of Defense (DoD), Army, and/or USACE PARC level acquisition programs (e.g., the Procurement Management Review (PMR) Program, Peer Review Program, Enterprise Training Program).

    Travel Required

    25% or less - Business Travel is required up to 25% of the time to provide guidance and information to Army and Department of Defense (DoD) organizations.
