This position is located in of the Economic Development Administration, Office of Financial Management Services.The incumbent performs a specified portion or portions of the full range of budget analysis assignments.
Duties included:
- Performs routine budget analysis functions including budget presentation-enactment or budget execution.
- Assisting in the preparation of budget estimates and justifications.
- Interpreting OMB directives and circulars.
- Providing information and advice to program managers.
- Reviewing bureau and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; monitoring budget and recommending reprogramming of funds as needed.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-9 grade level you must have:
SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-7 or equivalent pay band). Specialized experience MUST include all of the following:- Knowledge of budgetary methods, practices, procedures, regulations, and other guides in order to perform routine continuing assignments in the areas of budget formulation, presentation, and execution
- Skill in categorizing and analyzing quantitative data in order to analyze budgetary and accounting activities.
- Ability to extract, review and analyze numerical information such as monthly expense statements, budget requests, and cost estimates in order to prepare reports and analyses.
- Knowledge of assigned organization’s structure, programs, and budgetary and financial relationships of the organization to determine whether estimates of funding needs are appropriate or if funds are being expanded according to the program’s goals and objectives.

This Job Opportunity Announcement may be used to fill other Budget Analyst, GS-560-9 with FLP of grade 9 positions within EDA in the same geographical location with the same qualifications and specialized experience.

We will review your resume, optional cover letter and supporting documentation to determine if you meet the minimum qualifications for the position. If you meet the minimum qualifications stated in the vacancy announcement, we will compare your resume, optional cover letter and supporting documentation to your responses on the scored occupational questionnaire (True/False, Yes/No, Multiple Choice questions) and place you in one of three pre-defined categories. These categories are "gold", "silver," and "bronze". PERFORMANCE APPRAISAL AND/OR INCENTIVE AWARD: If applicable, performance appraisals and/or Incentive award documentation may be submitted and will be forwarded to the selecting official as support in consideration of your application in the evaluation process. To receive due weight, you must submit a recent performance appraisal (dated within 18 months) showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable (do not submit a performance plan) and/or incentive award documentation (i.e. superior performance awards, special act or achievement awards, quality step increases, etc.). Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
