    The incumbent, serving as a member of a cross-functional team, provides comprehensive human resource services to assigned agencies within the Department of Labor. Services include providing Human Resource management consultation and assistance in a combination of specialized human resources programs as related to the broad needs and activities of the agencies served. Primary emphasis in recruitment and placement, position management and organizational management; provides authoritative oral and written advice and assistance to all levels of management, employees, and applicants concerning Human Resources functions.  Identifies and interprets established rules, regulatory requirements, policies, procedures and/or standards related to HR functions. Plans, administers and coordinates designated specialized personnel program functions; determines the best course of action in implementing organizational goals; carries out local policies and procedures; ensures that the assigned program(s) satisfies local goals and processes; and ensures that the program(s) complies with regulatory requirements. Evaluates and analyzes data, cases, proposed personnel actions, personnel processes, and/or the management organizational needs and services of agencies in order to develop and/or recommend improved methods/better practices, policy direction or procedures. Prepares and delivers presentations to agency staff and other organizations, detailing personnel programs, processes and procedures; uses various forms of HR information systems, programs, and software as tools in completing work products, analyses, and record keeping.
