    This position is located in the Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), San Francisco, CA.  The mission of OASAM is to provide leadership and support for business operations and procurement; budget and finance; information technology; human resources and civil rights; security and emergency management; and strategic planning to enable the Department of Labor to perform its mission.

    Responsibilities

    The incumbent, serving as a member of a cross-functional team, provides comprehensive human resource services to assigned agencies within the Department of Labor. Services include providing Human Resource management consultation and assistance in a combination of specialized human resources programs as related to the broad needs and activities of the agencies served. Primary emphasis in recruitment and placement, position management and organizational management; provides authoritative oral and written advice and assistance to all levels of management, employees, and applicants concerning Human Resources functions.  Identifies and interprets established rules, regulatory requirements, policies, procedures and/or standards related to HR functions. Plans, administers and coordinates designated specialized personnel program functions; determines the best course of action in implementing organizational goals; carries out local policies and procedures; ensures that the assigned program(s) satisfies local goals and processes; and ensures that the program(s) complies with regulatory requirements. Evaluates and analyzes data, cases, proposed personnel actions, personnel processes, and/or the management organizational needs and services of agencies in order to develop and/or recommend improved methods/better practices, policy direction or procedures. Prepares and delivers presentations to agency staff and other organizations, detailing personnel programs, processes and procedures; uses various forms of HR information systems, programs, and software as tools in completing work products, analyses, and record keeping.
