    Summary

    The Federal Housing Finance Agency's mission is to ensure that the housing Government Sponsored Enterprises (GSEs) operate in a safe and sound manner so that they serve as a reliable source of liquidity and funding for housing finance and community investment.

    Incumbent serves as an examiner, responsible for planning, organizing and completing examinations of the FHLBanks and the Office of Finance (OF) for the purpose of ensuring financial safety and soundness and housing mission achievement.

    Responsibilities

    The principal area of focus for the examiner is information technology (IT) and information security (IS). This includes evaluating the effectiveness of the institution's IT and IS governance and framework, risk identification and reporting processes, IT and IS operations, IT and IS audit, information security risk management, IT and IS vendor management, and business continuity planning and testing. The incumbent will formulate conclusions about the FHLBanks' and the OF's condition and performance, particularly as they relate to IT, IS, and operational risk, as well as the FHLBanks' and the OF's overall safety and soundness and compliance with statutory and regulatory requirements. The successful examiner will identify key risk areas within the FHLBanks and the OF and cause remediation as appropriate. The successful candidate will also enroll in FHFA's Housing Finance Examiner (HFE) Commission Program, unless the person holds a commission from another Federal banking agency.

    Primary responsibilities:

    Assessing IT and IS management, IT and IS governance, information security, vendor management, system/software development, project and portfolio management, end-user computing (EUC) applications, and business continuity.
    Evaluating IT and IS infrastructure components including systems, networks, databases, security, and applications.
    Assessing the scope and sufficiency of network penetration testing, patch management, and access control.
    Assessing IT and IS processes including strategic planning, asset management, configuration management, change control, incident and problem management, capacity planning, vulnerability and remediation management, incident response, lifecycle management, contingency planning, etc.
    Relating and articulating IT and IS risk in the context of other risk dimensions and business line operations.
    Evaluating IT and IS audit functions including governance, independence, risk assessment methodology, and reporting.

    General responsibilities:
    Developing examination work plans in determining the scope of examination activities and developing new or adapted work methods and procedures as needed.
    Conducting examinations and reviews in one or more examination areas and assisting with the coordination of examination resources and activities in his/her assigned areas.
    Determining the scope of the analysis required, developing sources of material appropriate for the evaluation of new or unique types of activities or operations, developing new or adapted work methods and procedures, and performing research to identify material suitable for complex issues/risks.
    Drafting written reports including evaluative comments appropriate to the complexity of the operations under examination.
    Documenting examination findings through a combination of source documents, report comments, and other examination workpapers that address both management practices and condition.
    Keeping abreast of significant issues or events and emerging risks that may affect the continued safe and sound operations of the FHLBanks and the OF.
