This position is within the Army Rapid Capabilities Office (RCO) located at Ft. Belvoir, Virginia. The Army Rapid Capabilities Office (RCO) conducts rapid materiel development/delivery efforts to address immediate, near term and mid-term emerging threats faced by Combatant commands through and rapid prototyping initiatives in order to provide materiel solutions that maximize Soldiers capabilities to decisively operate and win in a contested environment.
Serves as a Contracting Officer within the Army RCO functioning as negotiator and coordinator for high priority technical, complex classified contracting services. As a Contracting Officer, the incumbent will be authorized up to an unlimited warrant in support of contract requirements, high dollar and mission essential acquisitions. Supports the Principal Assistance Responsible for Contracting (PARC) in advising the Executive Director on acquisition and business related matters. The incumbent is responsible for pre-award and post-award functions involving highly specialized procurements of significance and sensitivity. Within this framework, the incumbent of this position will:
- Guide the full range of contract administration actions required for acquisition programs including issuance of contract modifications, negotiation of changes, exercise of options, and disposition of claims.
- Participate in the analysis of contract requirements to ensure clear articulation of Government requirements in the solicitation.
- Lead contract negotiations to coordinate and apply advice from various areas of expertise (such as technical departments, legal counsel, audit, and subordinate activities).
- Direct preparation of solicitation documents, pre-proposal conferences, proposal evaluation, negotiation and competitive range determination for contract administration.
