GS-09:Performs a variety of the technical duties of budget and program analysis work. Working with a higher-graded analyst, performs budget and financial management work for designated segments of major budget accounts such as B/A53. This includes expenditures related to lease rental payments, operating cost escalations, real estate taxes, and claims.
Under the guidance of a higher level budget analyst, developing and formulating the annual budget request for the coming fiscal years, furnishing basic assistance to managers in formulating, developing, coordinating, and integrating budgetary and financial management requirements.
Serves as a liaison between program managers and their representatives, the budget division and/or other staff offices connected with the budget process. Provides assistance to managers and employees in the correct methods and procedures to be followed in the preparation of their respective budget estimates for the activities for which they are responsible. Reviews estimates submitted by program managers for compliance with rules, regulations and established procedures.
Implements and maintains control procedures for effective administration of the less complex aspects of assigned budget segments to ensure that approved allowances are not exceeded. Provides budgetary assistance for less complex areas of fund requirements during preparation of annual and quarterly Financial Management Program Plans. Reviews manual and computerized financial reporting and tracking systems to ensure that they meet current operating needs.
GS-11:Assists in developing and formulating the organization's B/A53 budget request for the coming fiscal year. Furnishes technical guidance and assistance to managers and other employees in formulating, developing, coordinating, and integrating leasing budgetary and financial management requirements by providing forecasts, estimates and financial plans and justifications on an annual and/or interim schedule.
Monitors the use and rate of expenditure of assigned budget accounts to ensure that funds and ceiling are not overspent and recommends the reprogramming of funds as necessary. Periodically reviews interim budget reports and/or other management directives for changes in requirements and supporting documentation; ensures that all tables, schedules, justifications and forms are included with consolidated budget submissions and responses.
Prepares a variety of reports covering the status of funds, expenses, and obligations as required by the zonal and Central Office(s). Interprets OMB directives and circulars and recommends revised procedures in response to changes in agency policies and/or government regulations. Issues implementing instructions when funding changes are required by legislative or regulatory order, and monitors implementation of such changes for their effect on allowances.
GS-12: Responsible for the formulation, presentation, and execution of a portion of the agency or regional annual operating budget. The budget assigned includes B/A 53 related lease rental payments, operating cost escalations, real estate taxes, and claims.
Develops plans, procedures, and instructions for formulating and executing the budget.
Reviews budget requests submitted by various organizational components to assure their consistency, accuracy, and adherence to instructions. Negotiates desired changes (i.e., additions and deletions) with program managers and the budget and administrative staffs of submitting components.
Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for deficiency apportionments, and allotments needed to finance new programs or program changes.
Develops and coordinates budgetary actions in the phases of budget formulation and execution for assigned area of responsibility.
Develops recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Prepares and documents requests for increases or decreases in funds which require approval of budget or program officials at higher echelons (e.g., supplemental appropriations, allotments, reprogramming, deferral, and rescission of funds).
Reviews and approves, disapproves, or modifies requests for allotments of funds.
Provides advice on all aspects of the interpretation and application of agency guidelines for the budget execution process to program and budget officials of subordinate components within the organization.
Identifies and analyzes trends in the obligation, or expenditure of funds to assure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support assigned program objectives.

The GS-09 base salary range starts at $56,233.00 GS-11 base salary range starts at $68,036.00 GS-12 base salary range starts at $81,548.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, at the GS-09, you must demonstrate at least one year of specialized experience equivalent to the GS-07.Specialized experience is experience in budget, presentation, and execution that included the application of budgeting and financial management laws, regulations, policies, precedents, and methods to formulate, justify and monitor budget activities; and the analysis and evaluation of financial and budgetary relationships to develop recommendations for budgetary actions.
-OR- Possess a Master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree, if related, or an LL.B. or JD. OR- Combination of Education (Transcripts Required) & Specialized Experience: Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.
To qualify at the GS-11, you must have one year of specialized experience equivalent to the GS-09 level. Specialized experience is experience in budget, presentation, and execution that included the application of leasing, budgeting, and financial management laws, regulations, policies, precedents, and methods to formulate, justify and monitor budget activities; and the analysis and evaluation of financial and budgetary relationships to develop recommendations for budgetary actions. -OR-possess a Ph.D. or equivalent doctoral degree OR have completed three full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
To qualify at the GS-12 you must have one year of specialized experience equivalent to the GS-11 level. Specialized experience is experience in budget, presentation, execution and analyzing B/A 53 applicable to the Office of Portfolio Management and Real Estate program areas. Such experience must include the application of budgeting and financial management laws, regulations, policies, precedents, and methods to formulate, justify and monitor budget activities; and the analysis and evaluation of financial and budgetary relationships to develop recommendations for budgetary actions. Conduct audits that required the analysis of complex accounting systems; and the application of analytical and evaluative methods in or to assess the effectiveness and efficiency of program operations or functions.
