WHAT DOES A Management & Program Analyst DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.
As a Management and Program Analyst you will:
COR RESPONSIBILITIES:
The COR is the bridge between ACIO¿s and the Procurement Contracting Officer (CO). A GS-13 COR independently executes stated objectives, provides expert technical interpretations, and communicates directly with the CO and ACIO managers while performing the duties below.
Serves as a senior-level specialist to lead the development of acquisition requirements across multiple projects.
Ensures planning/pre-award activities provide the best-fit acquisition strategy to the CO.
Level I/II COR overseeing labor services, hardware, software, and maintenance acquisitions.
Provides guidance, direction and status reporting on targeted acquisition processes.
Collaborates with Procurement, at the Contract Officer/Specialist level to resolve risks/challenges to specific ACIO¿S contracts.
Assumes ultimate responsibility, directly with the CO, to ensure that the government receives the products/services specified by the awarded contract terms.
Leverages acquisition experience to guide projects to comply with acquisition management guidelines, Federal Acquisitions Regulations (FAR) requirements, and IRS policies.
Implements policies and guidelines to improve planning, integration, and execution of acquisition functions and activities.
Implements monitoring to ensure program/project managers meet timeliness, efficiency, and quality expectations outlined by acquisition plans.
Conducts in-depth, targeted program reviews to validate business strategies, eliminate unnecessary requirements, and provide the best value for the government.
Provides functional expertise on business systems/applications to improve use of automated tools supporting targeted acquisition business processes.
Prepares comprehensive reports and communicates findings, recommendations, progress reports, and elevates risks to project and program managers.

You must meet the following requirements by the closing date of this announcement:
GS-13 LEVEL: In addition to the basic requirements you must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrating accomplishment of statistical/mathematical project assignments that required a wide range of knowledge of statistical program requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches demonstrated in the process of advising management concerning major aspects of advanced statistical and mathematical theories and techniques that relate to data analysis, probability sampling, estimation procedures, variance estimation, with the capability of applying this professional knowledge in a creative manner. Additionally, this experience should demonstrate in-depth knowledge of methods and principles related to mathematical statistics in carrying out project assignments. The assignments must show completion of the following, or the equivalent: • Knowledge in establishing effective working relationships with people from a variety of technical backgrounds, assessing their needs and expectations. • Skill in preparing reports and make recommendations for meeting customer needs. • Comprehensive knowledge of statistical theories and techniques that relate to survey sampling, weighting, outlier detection, imputation, adjusting for nonresponse, forecasting, projections, and complex variance estimation methods. • Skill in applying complex statistical techniques and analysis in the preparation of relevant reports and studies.
- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
