    Summary

    The incumbent serves as the Chief Information Officer (CIO) of the U.S. Agency for Global Media (USAGM) and the Director of Information Technology (IT) Operations for the agency's shared IT resources and services. The incumbent serves as the CIO responsible for leading the agency's IT initiatives by bringing innovative and insightful leadership to the planning and implementation of IT systems and programs in support of the agency's global mission.

    Responsibilities

    As CIO the incumbent is responsible for all applicable authorities, duties, and responsibilities of a federal agency's CIO.

    Serves as chairperson of a CIO Council to promote effective IT management practices; review and evaluate proposed IT initiatives, acquisitions, and ongoing IT projects; share information of a crosscutting nature; and provide a forum for discussing decisions about information technology that will have impact across broadcast entities.

    Analyzes IT needs across the agency and its five networks and recommends to the agency's CIO Council and Agency leadership any IT realignments between the agency and its networks that would help improve efficiency and operations.

    As the Director of IT Operations, the incumbent has day-to-day responsibility for directing and managing the staff and functions of the Information Technology Directorate in the Office of TSI. The incumbent provides direction, advice, and guidance on current and future plans and policy to ensure that all required services are provided; develops goals, objectives, and long-range operational plans governing IT activities; communicates them to the TSI IT division managers and to other affected managers and employees throughout the agency; and ensures their implementation.

    Performs or participates in a range of information technology management activities that extend or apply to the entire agency. IT management activities include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management; auditing and information security management as it pertains to IT based Systems.

    Manages worldwide 24/7/365 support for users of shared agency IT computing systems, server, and workstation hardware and is responsible for supporting and maintaining IT systems and components that are employed in the execution of the agency's mission critical need to distribute news and information to a worldwide audience, and for supporting the broader broadcasting mission of the USAGM.

    Manages a cybersecurity program that includes compliance, incident response, remediation, and operations relating to privacy data and vulnerability management.

    Develops financial resource requirements for divisional programs (based on input from senior management and other considerations) and maintains oversight of approved budget allocation, ensuring that expenditures are consistent with the financial plan and conform to funding limitations.

    Directs and supervises the on-going activities of the IT Directorate in the Office of Technology, Services, and Innovation (TSI) through a subordinate staff, to implement the IT directorate's information technology program pertaining to the needs of the agency.
