The AOC has an exciting leadership opportunity available for an experienced facilities management professional to serve as the Superintendent of the iconic buildings of the Library of Congress. The Library Buildings and Grounds (LBG) Superintendent provides leadership and program responsibility for facilities engineering, construction initiatives, maintenance, repair and improvements to existing facilities.
This position is part of AOC’s Executive Leadership Team responsible for an enterprise approach in executing AOC’s mission and its strategic direction. We seek a dynamic, results-driven and transformative leader who possesses demonstrated expertise and proven leadership in their field. Successful candidates will be able to skillfully collaborate and develop sustainable relationships with our stakeholders, external partners and organizational teams across the agency in order to further our vision in becoming a trusted partner with Congress. In this capacity, the Superintendent performs the following responsibilities:
Candidates must have proven leadership/managerial experience in facilities management involving the management of multi-million dollar annual budgets for maintenance, renovation and preservation of historic buildings and assets. Candidates must also have demonstrated ability to manage complex construction programs and be a proven leader in executing and delivering results to meet organizational goals and customer expectations. Strong competency in building coalitions internally and externally to achieve common goals is essential.

This position requires a Bachelor’s Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum OR a bachelor's degree from an accredited college or university in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision or guidance.
Though it is possible to meet the education requirements without a degree, all positions at the GS-14 and higher at the AOC require a Bachelor's degree or higher.
Special Instructions for Foreign Education:
Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. No documentation is required at the time of application, but upon selection, you may be asked to provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing.
