The Senior Attorney-Advisor serves as legal counsel to the Office of the Chief Information Officer (OCIO) and is responsible for ensuring that Information Technology (IT) solutions, policies and processes comply with legal requirements and enhance United States Attorneys' Offices' litigation capabilities. The position provides a vital liaison between OCIO technical staffs and agency's mission requirements, with managerial responsibility over the following key program areas:
Legal/Litigation Experience:
Provide legal research, advice, guidance and other legal assistance as directed by the Chief Information Officer regarding inquiries, subpoenas, discovery requests, software licensing agreements, interagency agreements, Memorandums of Understanding and other legal artifacts. Coordinate with agency's Office of the General Counsel on legal issues impacting OCIO, where required.
CALR Program:
Ensures United States Attorneys' Offices (USAO)have maximum access to all services available under the DOJ-wide Computer Assisted Legal Research (CALR) contract - including Westlaw/LexisNexis resources, treatises, public records, investigatory databases, expert witness materials, automated table-of-authorities, continuing legal education tools, and DOJ Brief Bank. Serves as an advocate for USAOs' interests with respect to the CALR contract, including working with Justice Management Division and other Department of Justice components to ensure that new iterations of the CALR contract and modifications to the contract are aligned with the interests of the USAO's.
PACER Access:
Ensures nationwide United States Attorneys' access to the judiciary's Public Access to Court Electronic Records (PACER) system - including liaising with federal court management and overseeing agency's Management & Billing System - and supervises mechanisms to identify/correct erroneous PACER charges and minimize needlessly duplicative PACER fees.
OCIO Legal and Policy Initiatives:
Provides legal review of OCIO policies/practices and memos (including litigation holds and electronic case records) to ensure compliance with DOJ directives and legal requirements; ensures that IT-related policies and procedures are drafted/vetted to best satisfy organization litigation requirements; counsels on the development and deployment of new litigation support tools; liaises with key technical and legal stakeholders; and coordinates FOIA and Privacy Impact Assessments affecting OCIO systems and operations.
