This National Guard position is for an EDUCATION SERVICES OFFICER, Position Description Number T5216000 and is part of the ID JOINT FORCES HEADQUARTERS ARMY, Idaho Army National Guard.

This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch of the Army National Guard. The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.
Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units, including Reorganization, Activation, Deactivation, and Transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Provides oversight as principal advisor and consultant to the MILPO and TAG. Provides advisory services to battalion and unit commanders concerning the educational needs of their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Implements program policy from NGB in accordance with State's strategic objectives.
Provides advisory services to battalion and unit commanders concerning the incentives available to their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness. The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions.
