Monster Government Solutions (MGS) will be performing scheduled maintenance between Saturday, November 17th and Sunday, November 18th. You may not be able to complete the application process during this time. The scheduled maintenance will end 6:00 p.m. ET, Sunday, November 18th.
As an IT Specialist (Security), you will perform the following duties:
• Serve as the National Marine Fisheries Service (NMFS) Office of Chief Information Officer’s IT Security Specialist by assisting the IT Security Program Manager in leading security control assessments of cloud-based systems.
• Develop and implement Cyber Security methods to protect IT systems in the cloud by preventing the loss of IT resources due to unauthorized access, destruction, disclosure, tampering, or alteration.
• Provide technical oversight and guidance for the development of security operations and technology such as biometrics, cryptography, intrusion detection, contingency planning, and Internet/Intranet security.
• Act as an IT security lead by reviewing work objectives, accuracy, and adherence to security practices, managing projects, communicating technical requirements to non-technical personnel, and preparing and presenting briefings to senior management officials on complex issues.
• Perform assignments under direction of the Information Security Program Manager to ensure compliance with National Institute of Standard and Technology (NIST), Federal Information Security Management Act (FISMA), and Federal Risk and Authorization Management Program (FedRAMP) security standards and policies.
Note: The duties described are at the full performance level of the ZP-4 grade level, and the duties at the ZP-3 grade level are developmental leading to the ZP-4 level.
This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.
The full performance level of this position is ZP-4.

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
• Assisting in the development, implementation, analysis, and testing of IT system Cyber Security methods in the cloud to limit the loss of IT resources.
• Aiding the development of policies, plans, and procedures for the management, acquisition, and use of IT resources to improve security of cloud-based systems.
• Implementing FISMA, NIST, and IT security requirements in a cloud-based environment.
• Providing technical guidance in developing recommendations for security hardware and software to best protect IT cloud systems from loss.

To qualify at the ZP-4 or GS-13 level:

• Overseeing the work of a team of professional IT staff providing IT security services.

• Developing policies, plans, and procedures for the management, acquisition, and use of IT resources to improve security of cloud-based systems.
• Leading the implementation of FISMA, NIST, and IT security requirements in a cloud-based environment.
• Providing expert technical guidance in developing recommendations for security hardware and software to best protect IT cloud systems from loss.
