FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that demonstrates:
• Experience performing activities in the implementation of an organization’s communication and outreach strategies, plans, and procedures;
• Experience in assisting in the evaluation of an organization’s communication and outreach activities and providing input on ways to improve such activities;
• Experience using a variety of computer software to maintain and place information on websites; and
• Experience writing and editing parts or all of communication material used to represent the organization.

Ph.D. or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree
OR LL.M., if related.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
• Experience participating in the development of communication and outreach strategies, plans, and procedures and implementing them for an organization;
• Experience monitoring an organization’s communication and outreach strategies/procedures/activities and making recommendations on approaches or techniques to improve them;
• Experience maintaining a website for an organization, including making recommendations for improvements, as needed;
• Experience independently implementing crisis communication plans;
• Experience being a contributing writer and editor for the development of professional communication material; and
• Experience being a member of a team that worked across organizational levels in a communications management capacity.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
• Experience developing, managing, monitoring, and evaluating communications and outreach strategies, plans, and procedures for an organization;
• Experience developing risk communication techniques needed in order to address challenges posed by internal/external customers and public and stakeholder perceptions in regard to organizational strategies and delivery of services;
• Experience researching and analyzing new communication approaches and techniques in order to develop communication strategies and policies/procedures to improve internal and external communications;
• Experience developing website pages, monitoring the content and placement of materials on an organization’s website, and recommending modifications for website improvements;
• Experience developing crisis communication plans and recommending and monitoring crisis communication initiatives and activities;
• Experience writing and editing professional communication material; and
• Experience working strategically across organizations to extract high level material to be used in various forms of communication mediums.
