    This position is located in the Office of the Associate Deputy Administrator, International Business Services. The incumbent is responsible for developing, coordinating, and evaluating outreach and communications strategies and activities, externally and internally, to educate and promote transparency to IS internal/external customers, stakeholders, the public, and others.

    The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

    The duties may include, but are not limited to:

    • Serves as agency expert responsible for developing, coordinating, managing, and evaluating outreach and communications strategies and activities to educate and promote transparency.
    • Assists with the development of the IS communications plan, developing the IS outreach plan, and monitoring the implementation of the plans to assure objectives and milestones are being met.
    • Develops risk communication techniques to meet organizational challenges posed by internal/external customers, public and stakeholder perceptions in regard to international strategies
    • Develops communication strategies and policies/procedures to improve internal communications.
    • Derives reports from field and headquarters subject matter experts and edits them for review by IS management, Administrator’s office and Mission area officials.
    • Serves as outreach and communications expert and advises IS management officials and others on effective strategies and approaches. Researches and analyzes new approaches and techniques.
    • Develops an international reporting tool collected from data that can be utilized to ensure the safe trade of agricultural products, create export opportunities, and eliminate trade barriers.
    • Monitors scientific and non-scientific content and placement of materials on the IS sites; recommends deletions, additions, and modifications of the sites content to the responsible manager
    • Serves as a key contact point to LPA. Works closely with LPA to improve IS communication efforts through twitter, facebook, APHIS at its’ Best and other mediums.

    Travel Required

    Occasional travel - Some international travel may also be required
