    Responsibilities

    This position serves as an Understudy to the encumbered position at the Tier 3 level.  To ensure a successful transition; if selected, you will shadow the current incumbent.  Once the incumbent vacates the position, you will transition into it at the Tier 2 level, with a salary up to $186,600.00, without further competition.

    The Deputy General Counsel for Program Law and Policy leads a department of expert attorneys who provide advice on regulations, legislation and policy, benefits, investments, premiums, fiduciary breach, administrative law, and PBGC’s multiemployer insurance program. The incumbent also oversees litigation in these areas, including amicus filings. This position supports the General Counsel in leading outreach to the stakeholder community on PBGC legal issues. As a department director, the incumbent participates in senior management decisions for the PBGC and manages the work of five divisions.  The work is often done in consultation with actuaries, financial analysts, accountants and benefit and other experts and requires strong team-building skills.  The position reports directly to the General Counsel and supports the General Counsel’s work for the PBGC Board, Director, Advisory Committee and executive management of the PBGC. 

    The successful candidate will have experience interpreting ERISA and administrative law, substantial management experience, outstanding written and oral community skills and a demonstrated ability to build coalitions and manage high-performing teams.
