The incumbent provides leadership and management of the OSM and Federal agency personnel and related NTIA financial and Information Technology (IT) resources to carry out NTIA's spectrum management responsibilities. Specifically, the incumbent:
Exercises the President's authority delegated to NTIA to assign, modify or deny radio frequencies for use by Federal Government agencies.
Is responsible for the authorization of spectrum certification of federal systems through NTIA's systems review process, as required by OMB Circular A-11. This includes the development and maintenance of spectrum data, automated capabilities and procedures necessary to support frequency assignment and spectrum certification functions.
Establishes policies concerning spectrum allocation and use and provides the various departments and agencies with guidance to assure their conduct of telecommunication activities is consistent with these policies. Coordinates with the FCC on the development of comprehensive, long-range plans for improved management of all electromagnetic spectrum resources, including jointly determining the National Table of Frequency Allocations.
Is responsible for leading Executive Branch activities for the International Telecommunication Union (ITU) Radiocommunication Sector, and spectrum-related Standardization and Development Sector efforts. This includes the development of Executive Branch proposals for ITU World Radiocommunication Conferences, domestic coordination with the FCC, and appropriate international coordination.
Formulates and oversees long range and multi-year programs to transform complex spectrum management systems and business processes, and ensures NTIA’s spectrum national security systems are engineered, acquired, and fielded to meet current and future operational requirements.
Oversees interagency and federal advisory committees and designated groups established by NTIA, including the: 1) Interdepartment Radio Advisory Committee (IRAC), which represents 19 government agencies that are major users of the radio spectrum; 2) the Commerce Spectrum Management Advisory Committee (CSMAC), a Federal Advisory Committee which advises the NTIA Assistant Secretary on a range of spectrum policy issues, and 3) the Policy Plans and Steering Group (PPSG), which advises the Assistant Secretary on federal policy and strategic plans for federal and non-federal users of spectrum.
Performs other duties, including representing the NTIA, Department of Commerce, and/or the United States at senior-level domestic and international technical and policy meetings or conferences domestically and abroad, as assigned by the Assistant Secretary.
Sustains the success of the Office of Spectrum Management by addressing succession planning, employee development, career pathways, telecommuting, work-life balance, communications, and other areas as needed to create and sustain high performance and employee satisfaction.

The following are the five ECQs and their fundamental competencies which are selection criteria for SES positions. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience.

PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - Demonstrated comprehensive knowledge and expertise in radiocommunications technology, spectrum management, and associated national and international regulatory policies of sufficient depth for authoritative identification, assessment and development of solutions to complex radio and Federal telecommunications problems involving both technical and policy considerations.
PTQ 2 - Demonstrated ability to formulate, manage and present detailed technical, policy and regulatory issues of present and future spectrum use by Federal agencies and the private sector; resolve complex and controversial spectrum-related issues through negotiations with senior leaders and subject matter experts of key federal and non-federal stakeholders; apply results in national and/or international fora and in particular the International Telecommunication Union and regional organizations.
PTQ 3 - Demonstrated ability to direct large, technical and diverse staff and to apply comprehensive knowledge of the spectrum management process and statutory responsibilities, radiocommunication applications and limitations on the use of the spectrum, frequency assignment and coordination processes, and the growing relationship between spectrum management and economic, political, legal, national security and foreign policy issues, to achieve agency mission.
Qualifications for the 855 series: This series has educational requirements. To qualify as an Electronics Engineer (855), applicants must show successful completion of a full four-year professional engineering curriculum leading to a Bachelor's or higher degree in engineering in an accredited college or university.
