The incumbent serves as the Deputy Assistant Secretary – Administrative Services (DAS-AS), and shares fully in the program and management responsibilities of the Assistant Secretary. The DAS exercises executive oversight and direction of the Offices of Collaborative Action and Dispute Resolution, Hearings and Appeals, Facilities and Administrative Services, Valuation Services, and the Interior Business Center.
The Office of Collaborative Action and Dispute Resolution leads the department’s conflict management, dispute resolution, and public participation/collaboration initiatives. The Office of Hearings and Appeals is responsible for the administrative adjudication functions of the department. The Office of Facilities and Administrative Services manages the Main Interior building in DC providing all administrative services for building occupants, and supports space and facilities needs of Office of the Secretary and AS-PMB offices nationwide. The Office of Valuation Services provides independent real property valuation and minerals evaluation services to the bureaus and offices of the department. The Interior Business Center is a federal shared service provider for Human Resources, Financial Management, and Acquisition Services.
Participates with the Assistant Secretary, Principal Deputy Assistant Secretary, and other senior officials to provide leadership, guidance and oversight for offices, programs and initiatives within the purview of technology, information and business services as described above.
Oversees and provides direction for the planning, development, coordination, implementation and evaluation of all efforts related to administrative services.
Ensures that policies, guidance, and management practices are consistent with relevant laws, regulations, departmental policies and mandates or guidance from the Office of Management and Budget or the General Services Administration or other federal agency with relevant authority.
Establishes strategic goals and performance measures for implementation of policy, program management and service delivery.
Facilitates long-range planning that anticipates future needs and identifies future growth opportunities.
Reviews and assesses the Department’s technology, information and business services organizational structures, policies, procedures, and program operations to identify needs and opportunities for greater efficiency and to ensure customer satisfaction and a culture of continuous improvement. Analyzes the extent, implications and urgency of needs and directs and monitors appropriate action to address them.
Collaborates with the Principal Deputy Assistant Secretary and, other DAS in ASPMB, and ensures consistent engagement of Departmental and bureau leadership and staff, and consultation with other federal agencies, State, local, Tribal governments, and customers and external stakeholders, academia, industry and business leaders, to fully understand the impacts of proposed policies and operational changes, identify best practices and new technologies, leverage resources and partnership opportunities, clarify priorities, and formulate appropriate short term and long strategies, and performance measures.
Represents the Assistant Secretary in both internal and external meetings and on departmental or interdepartmental committees. Attends high-level departmental and interagency meetings on behalf of the Assistant Secretary, assuring that the Assistant Secretary’s views are represented and that other views expressed are reported back accurately. Ensures that all commitments made on behalf of the Assistant Secretary are followed through to completion, maintaining close review and coordination on such items.
This is a Category 1 position.
As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described above.
Mandatory Technical Qualifications:
You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive. Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate Development Program approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications listed below. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.
