-Conducts the review and coordination of suitability adjudications based upon OPM investigations in accordance with 5 C.F.R. 731, 5 C.F.R. 752, and 5 C.F.R. 315.
-Reviews, evaluates, and adjudicates background investigations (BI) for FDIC employees, applicants, and contractors.
-Administers FDIC’s Fitness and Integrity program for contract personnel to include conducting appropriate security checks of contracting firms and their key personnel prior to FDIC contract awards.
-Implements policies and procedures regarding the evaluation and application of criterion for designating the sensitivity and risk level for each agency program and competitive service position in accordance with the guidelines and requirements set forth under Executive Order 10450.
-Defines, develops and implements guidelines to meet personnel security program requirements and monitors program effectiveness.
-Renders personnel security related guidance to federal employees and contract support staff concerning the assessment and resolution of derogatory information.
-Accesses on-line investigative data from OPM’s automated Personnel Investigations Processing System (PIPS), initiates investigations in e-QIP, and updates the Central Verification System (CVS), as required under OPM requirements and DNI guidelines.
-Analyzes investigative data extracted from electronic data bases for the purpose of identifying personnel security trends, program performance, and compliance.
-Analyzes and renders determinations in accordance with the guidelines and procedures outlined in Executive Order 10450 on personnel security.
-Drafts and prepares suitability/security adjudication summaries of investigative reports containing actionable information.
-Prepares administrative reports as requested by program offices and FDIC Executives utilizing information derived from SEPS case management systems.
-Advises leadership of investigative reports containing unfavorable information that could adversely impact the suitability/security determinations.
U.S. Citizenship is required.
Registration with the Selective Service.
Single Scope Background Investigation (SSBI) required.
Completion of Confidential Financial Disclosure may be required.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CG-12 Applicants must have one year of specialized experience equivalent to the grade 11 level or higher in the Federal Service. Specialized experience is conducting, reviewing, and adjudicating background investigations on employees and contractors, as well as utilizing automated systems to research and compile personnel security information. Examples include reviewing results of background investigations and rendering final adjudicative decisions regarding an applicant's eligibility for assignment, access to classified information, or placement in positions of trust and providing agency recommendations regarding suspension and termination of clearance, or other adverse suitability/security decisions.

2. Knowledge of security issues to interpret new policy, guidance and processes for application and implementation of the new policies impacting the Personnel Security Program.
3. Ability to extract data from a case management system for the purpose of creating reports and briefing materials.
4. Ability to analyze investigative data or reports for the purpose of identifying trends and performance.
5. Ability to communicate in writing to prepare agency policy guidance in the form of instructions, guidance documents, reports for dissemination to senior officials, summary of findings, recommendation and decision papers.
6. Ability to communicate orally to discuss sensitive matters to coordinate personnel security requirements with and/or provide advice and assistance to all levels of management and the general workforce relative to personnel security requirements.
