The Associate Chief Financial Officer (CFO) Resource Management Office (RMO), is responsible to the CFO, through the Deputy CFO and serves as the expert advisor to the Veterans Health Administration (VHA) Chief Financial Officer on all matters that pertain to the allocation and execution of VHA financial resources. The responsibilities include, but are not limited to:
Provides budget allocation and execution support to the entire VHA Veterans Integrated Service Networks, VHA Stations, and VHA-CO program offices.
Provides formal analysis to the VHA and VA leadership through activities including the Deputy Secretary of VA's Monthly Performance Review and Budget Execution Reviews for the Secretary of VA.
Provides periodic reports and responses to Congress, Government Accountability Office, Office of the Inspector General, Office of Management and Budget, and other entities external to VA.
Manages 65 Full Time Equivalent Employees. The organization has an operational budget of approximately $64 million and is responsible for approximately $15 million in annual contract expenditures.
Provides advice and assistance to key staff officials and program managers in budgetary activities, in determining the establishing program funding allowances necessary for them to meet their resource management responsibilities.
Conducts resource analysis of health care proposals that impact on health care facilities resource allocations either currently or as related to long range planning.
Reviews the effectiveness of current general policies, plans, procedures and standards pertaining to resource management activities in liaison with the Under Secretary for Health, the Principal Deputy Under Secretary for Health and the Deputy Assistant Secretary for Budget.
Develops and maintains a system of reporting and for analyzing and interpreting resource information by VHA activities and by designated servicing activities under the control of other VHA elements. Works with the Financial Manager (Associate CFO for Financial Management and Accounting Office), to rapidly assess the impact of resource allocation systems changes on clinical and management practices and communicates information to field facilities. Develops new and improved models.
Maintains overall controls of VHA appropriations with primary responsibility to avoid violations to the Anti-Deficiency Act.
