As a Management and Program Analyst in SLS, the incumbent serves as a financial analyst and provides support and advice to the SLS Director of Administration on program and administrative management processes and procedures related to SLS financial operations.
The incumbent is responsible for SLS financial program implementation, to include developing, implementing, and maintaining financial management systems, methods, and procedures for SLS.
The incumbent assists with financial planning, forecasting, and execution, prepares the annual Financial Plan, mid-year, and budget review documents, and liaises with FSI/EX/BUD and other relevant offices on SLS-related financial matters.
The incumbent briefs the Director of Administration, Dean, and Associate Deans as appropriate on issue areas; analyzing and proposing solutions to bottlenecks and other inefficiencies; and recommending and participating in the development and implementation of new, more efficient processes to streamline operations, and reducing and avoiding redundancies within the organization.
The Incumbent serves as a Government Technical Monitor in order to monitor contractor performance in the SLS Admin Financial Section.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience in monitoring contractor performance;
Experience in providing administrative support in respects to budget planning and evolution;
Experience in coordinating budgetary transactions from initiation though the entire approval process including tracking and reconciling monthly credit card statements;
Experience in conducting analysis, generating reports, formulating budget estimates for programs;
Experience in analyzing program data to streamline, simplify, and facilitate program operations; and
Experience in analyzing and reviewing, drafting, maintaining, updating, and publicizing policy documents, standard operating procedures, and guidance on administrative procedures to recommend new or more efficient policies.
There is no substitute of education for specialized experience for the GS-12 position.
