Position may be filled at the GS-09 or GS-11 level. At the full performance GS-11 level, the incumbent serves as a Natural Resources Specialist.
-Serves as a team member for all program areas, which include natural resources management, visitor services, recreation management, concession management, and facility management and improvement to facilitate the planning, execution, coordination, and monitoring of projects at Lake Berryessa.
-Coordinates the development, design, and implementation of annual work plans and projects to protect, manage, and restore land and water resources, and provide for visitor health, safety, and enjoyment.
-Coordinates and facilitates land use planning, plan amendments, annual activity planning, and NEPA processes.
-Recommends mitigation measures and provides management with solutions to problems regarding the use, maintenance, and management of resources administered by the Lake Berryessa Recreation Resources Branch.
-Prepares and/or reviews environmental documents for completeness and consistency and recommends approvals.
-Tracks environmental commitments in NEPA and ESA documents.
-Supports new initiatives by gathering information on emerging best science; assessing roles, capability, and resource needs to complete projects; exchanging information between partners; developing policy and program direction; identifying potential participants among constituencies to assist with resource planning; and seeking opportunities for improving land and water management principles and practices through the application of adaptive management techniques.
-Represents Reclamation in an advisory capacity and participates in joint efforts, such as bioregional planning or other efforts that may affect Reclamation facilities, land, and water.
-Initiates requisitions for supplies and services. Serves as Contracting Officer's Technical Representative (COTR) on biological and resource management activities and requirements covered by contracts pertaining to the operation and maintenance of facilities under the jurisdiction of Lake Berryessa.

Minimum Education Requirement:
Applicants must meet the Basic Education Qualification Requirements listed below:
A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree OR master's or equivalent graduate degree.
GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-09: Experience performing complete, small-scope assignments, or portions of larger ones, involving planning, developing, evaluating, and implementing proposals for land, pest, or resource management activities, including planning, conducting, and analyzing the work, developing preliminary conclusions and presenting the data. These examples are not all inclusive.
GS-11: Experience in using professional concepts, principles and practices of environmental or natural resources sciences as it relates to a water-based resource operation such as a lake or river; experience analyzing environmental conditions and preparing environmental documentation such as environmental impact statements, environmental assessments, etc.; experience substantiating environmental practices or conditions against statutes such as NEPA, ESA, etc.; experience in dealing with related disciplines such as fish and wildlife management, soils management, or cultural resources management; experience in project management and project coordination activities as it relates to an environmental program, dam operations, or water resources management. These examples are not all inclusive.
