Serve as a key policy analyst and advisor on matters of veterinary medical science and public health, that affect the Agency's mission.
Review and assess proposals and developments that potentially impact the veterinary profession, the practice of veterinary medicine, and the Agency’s veterinary medical needs; and the employee makes recommendations for effectively addressing these proposals and developments.
Partner with the Office of Human Resources to create and implement a business outreach model that promotes and attracts veterinary candidates and supports the current and future veterinary workforce.
Establish and maintain relationships, and conduct outreach with representatives of academia, industry, professional organizations, consumer groups, and other Federal agencies engaged in or impacted by food safety.
Provide guidance to educational institutions that are interested in developing a curriculum that supports opportunities related to public health, humane handling, and food safety career tracks.
Make recommendations related to the most effective development, utilization, recruitment, and retention of the Food Safety Inspection Service’s veterinary workforce.
Promote the education, training, and professional development of the Agency’s veterinary medical staff to ensure that the staff is fully trained, fully utilized, and prepared to effectively adapt to changing needs.
Lead workgroups tasked with addressing initiatives that involve critical veterinary medical issues; the employee provides authoritative professional advice and guidance.
• May be subject to satisfactory completion of one year probationary or trial period.

Basic education requirements
Degree:
Graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:
560 for the paper-based version; 220 for the computer-based version; or overall score of
83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;
Time in grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)
For the GS-13 level: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates:
-Experience cultivating and maintaining relationships with key representatives of academia, other Federal agencies, and military organizations that employ veterinarians, as well as key officials affiliated with various veterinary organizations such as the American Veterinary Medical Association (AVMA), Student Chapter of the Association of American Bovine Practitioners, State Veterinary Medical Associations, Colleges of Veterinary Medicine, and the National Association of Federal Veterinarians (NAFV).
-Experience representing an agency or organization as a veterinary expert and interacting regularly and extensively with a wide range of prominent individuals to promote the recruitment, retention, and professional development of the veterinary workforce.
-Knowledge of Federal, USDA, and FSIS human resource regulations, policies, and practices in order to provide information and assess and improve program effectiveness related recruitment and retention incentives for veterinary professionals.
-Experience in serving on workgroups tasked with addressing initiatives that involve critical veterinary medical issues
For the GS-14 level: In addition to the specialized experience above, applicants must have one year of specialized experience (equivalent to the GS-13 level) that demonstrates:
-Experience with developing plans, goals, and objectives for short and long-term program implementation and execution and develop criteria to evaluate overall program efficiencies and effectiveness.
