This position is located in the Human Resources Office (HRO). The primary purpose of the position is to provide technical, procedural, and evaluative assistance in the area of employee benefits, performance management, and/or compensation for both Army and Air National Guard organizations. Performs work in one or more of the above human resources specialties. Accomplishes work through the use of an automated personnel system.
(1) Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits' programs, which may include workers' compensation, health and life benefits, Thrift Savings Program (TSP), awards, performance management, retirement, etc.
(2) Injury Compensation: Serves as a technical expert in matters regarding employees' claims for Workers Compensation.
(3) Works through appropriate channels with the DOL, Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division (IUCD), and supervisors to determine that payment of legitimate claims is made, fraud is reported, and questionable claims are reviewed.
(4) Manages and monitors Office of Workers Compensation Program (OWCP) cost for the state, and develops programs and processes to help reduce OWCP costs by coordinating with employees, Department of Labor, medical professionals, and supervisors to return employees to work as soon as medically possible.
(5) Employee Benefits: Assists in administering the retirement programs for technicians desiring to retire under any of the retirement systems.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation/PCS expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

DESCRIPTION OF WORK:
Work involves providing management advisory services and technical, procedural and evaluative assistance to managers/supervisors and employees in the area of injury compensation.
MINIMUM REQUIREMENTS:
Must possess experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
?GS-07: Must possess at least 12 months experience in the interpretation and application of regulations, procedures or laws; experience that provided a working knowledge of administrative functions; experience performing personnel transactions; and experience working independently and setting priorities with very little supervisory control.
GS-09: Must possess at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

GS-07: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
GS-09: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
