The position is located in the Architect of the Capitol, Office of Planning and Project Management, Energy and Design Services Division, Architecture and Preservation Branch. The incumbent is responsible for assigning, monitoring, coordinating, and reporting on the in-house design efforts.
MAJOR DUTIES:
Supervisory Responsibilities
Performs administrative and technical supervisory functions for subordinates. Assigns duties to, and evaluates performance their performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates, ensures a mutual understanding of the performance standards and provides regular feedback to subordinates on their performance. Resolves complaints and grievances as delegated by higher level supervisors. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements as provided by Section 1311 of 2 U.S.C., The Congressional Accountability Act. Architectural Design
As Executive Architect (Supervisory), has the responsibility of planning, coordinating, and managing the preparation and review of the architectural design functions for a wide variety of historic buildings. Serves as Executive Architect, technical consultant and advisor to the Director, Planning and Project Management; Assistant Director, Architecture and Preservation branch; Architect-Engineer (A-E) contractors and construction agencies. Oversees a variety of complex, long-term projects which involve state-of-the-art architectural designs within nationally significant historic structures. Coordinates the project work with program requirements, schedules and the work of other engineering specialties. Identifies and probes areas requiring research and development in architectural design and materials. Works directly with top level technical representatives of industry, Congressional offices, and others in the development of criteria and requirements. Provides overall technical supervision of the assigned staff. Tasks involve program development, architectural design, system scheduling, system monitoring and coordination, operator training, system upgrade analysis, and recommendation/justification for additional or new equipment.
Establishes and interprets design criteria for the A-E contractors and furnishes advice as to policies, technical procedures and priorities. Reviews and approves criteria, designs, specifications, and special reports and studies prepared by A-E contractors to ensure compliance with program requirements; conformance with standards of the Architect of the Capitol and best engineering practices; and for compatibility with manufacturing, construction, installation and operating procedures. Frequent coordination is required in expediting the completion of design work, furnishing guidance, resolving problems, etc. Responsible for the review and oversight of the engineering and design of construction projects to assure sound material selection and detailing are provided within the scope of existing policy and governing criteria and regulations.
Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Assures reasonable equity of performance standards and rating techniques. Makes decisions on work problems. Develops performance standards. Evaluates subordinates' performance. Makes selections for subordinate positions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Hears and resolves group grievances or serious employee complaints. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the unit. Approves expenses such as within-grade increases, extensive overtime, and employee travel. Recommends awards or bonuses and changes in position classification. Finds ways to improve production or increase the quality of the work directed. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to project completion, promote team building, or improve business practices.

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. In addition to meeting the basic education qualification requirements, applicants must have specialized experience as described below.
Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service.
Specialized experience is defined as the following: (1) Performing architectural design, technical reviews, quality control, and project management on building projects from planning and programming through construction; (2) Assessing compliance with construction standards, preparing full construction drawings and specifications, and preparing scope of work documents and statements of work; (3) Providing technical architectural and historic preservation knowledge as well as engineering concepts, methods, and procedures; (4) Working directly with top level technical representatives of industry, Congressional offices, and others in the development of Architectural and Historic Preservation criteria and requirements; and (5) Serving as administrative supervisor.
BASIC REQUIREMENT:
1. Degree: architecture; or a related field (especially historic preservation) that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) Six semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

2. Combination of education and experience: college-level education, training, and/or technical experience that furnished:
(1) a thorough knowledge of the arts and sciences underlying professional architecture, and
(2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
The adequacy of such background must be demonstrated by related curriculum or experience as defined in the Office of Personnel Management (OPM) General Schedule Qualification Standards.
