This position is a Title 5 Excepted position open to current on board employees of the Iowa Army National Guard (Title 32 Military Technicians or Title 5 Civilians Tenure 1, 2, 3, 0)
As a IT SPECIALIST (INFOSEC), GS-2210-12, you will perform the following duties:
1. Serves as the state Information Assurance Manager (IAM). Receives and reviews written guidance from a variety of Department of Defense (DoD), federal and state investigative and enforcement agencies and interprets for impact on the state. Develops and establishes policy and guidance for all Information Assurance Systems Officers (IASO) throughout the state. Develops and recommends policy on actions required to prevent and to correct information assurance deficiencies and violations. Exercises authority for denial of access and coordinates the re-establishment of service. Coordinates with a variety of federal and state investigative and enforcement agencies, as necessary. Develops and assures compliance with security policy for external connections to state systems and network and assures compliance with the national and state policies. Works with the Network Control Center (NCC) to develop procedures to protect information on the state networks. Monitors external connections to other state, territorial, or federal network domains as necessary.
2. Serves as the principle advisor to the J-6 Director and his/her staff on the latest industry and technological projections as they pertain to information assurance for the state infrastructure.Has overall responsibility for the state infrastructure recovery operations to include conducting regular vulnerability assessments and coordinating the work to correct deficiencies. Serves as the staff specialist responsible for analyzing, developing, and recommending standards concerning information assurance, documentation, techniques, and integration associated with information assurance and accreditation. Studies and evaluates long-range state requirements and trends to ensure continued compliance with information assurance requirements. Coordinates team efforts of Information Assurance Systems Officers within the state and integrates their efforts with other projects in progress. This includes development/creation of state information assurance SOPs.
3. Evaluates the effectiveness of systems, devices, procedures, and methods used to safeguard information in computer accessible media and ensures correction of all state deficiencies on systems containing technologies such as Public Key Infrastructure (PKI), Common Access Card (CAC), and FORTEZZA. Reviews and implements virus protection plan. Establishes and enforces state information assurance and accreditation policy. Designs and employs monitoring systems within the state or between external agencies. Administers firewalls and intrusion detection systems (IDS), and develops methods/procedures for monitoring unauthorized access. Identifies, investigates, and reports violations of system security.
4. Evaluates the effectiveness and timeliness of protection deployments/updates and makes recommendations on any necessary changes. Develops and enforces policy pertaining to operational levels for user access on state systems. Manages the state user ID and password process. Manages information assurance awareness program for the entire state. Develops, reviews, tests and updates continuity of operations plans (COOPS) and Security SOP's.

Substitution of Education for Specialized Experience- At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

--Extensive knowledge of the organizational structure of the state, to include technical knowledge of the data flow and requirements at each level in the state command structure.
--Extensive knowledge of computer operating systems and network operating systems, including but not limited to Windows NT, Windows 2000, CISCO OS, and UNIX.
--Operational and technical knowledge of all types of database engines, system configurations and formats in use in the network infrastructure, including but not limited to Structured Query Language (SQL), Microsoft Access, Oracle, Informix, and Sybase.
--An extensive knowledge of security required for Network Operating Systems (NOS) in the state and the impact they have on data flow and capabilities, including but not limited to Windows NT, Windows 2000, UNIX (NETBIOS over TCP/IP and TCP/IP), and NOVELL (IPX/SPX).
--Extensive knowledge of the critical systems within the state and ability to prioritize protection of these and respond to new requirements in the IT architecture.
--Knowledge and experience required to conduct effective security reviews of present systems and networks and to recommend revised or new measures based upon accreditation reviews or new equipment fielding requirements.
--Knowledge of a variety of authentication technologies to evaluate and recommend purchase of hardware, software, or both to meet security requirements. Implementation includes adequate administration and oversight of the program.
