The accounting operation at NEH involves over seventy related programs. Each NEH program uses a multi-segmented accounting classification code that requires the incumbent, when processing payments, to have an extensive knowledge of respective requirements mandated by the Office of Management and Budget (OMB) and the Department of the Treasury.
The incumbent will perform the following:
This position serves as a team lead and assists the Accounting officer in the overall administration of the accounting office at the NEH. Participates in the development, implementation, and revision of accounting policies and procedures; advising managers on the accounting aspects of agency operations; and exercising control over and accountability for balances in the agency's chart of accounts.
Performs technical oversight of the accounting staff and provides advice and counsel; provides input for performance evaluations; assists with interviewing candidates and makes recommendations regarding appointment, reassignments, promotions, and other personnel actions; makes recommendations for development and training of accounting staff.
Prepares agency financial statements and oversees all aspects of external financial reporting, including Governmentwide Financial Report System (GFRS), Treasury Report on Receivables (TROR), Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS)
In coordination with the Accounting Officer, develops, implements, and evaluates new procedures necessitated by changing regulations, policies, and requirements generated by the Congress, Treasury, OMB, and other regulatory bodies. Coordinates policy changes which have an impact to other NEH offices (Budget, Grants, Inspector General, Administrative Services, Human Resources), grantees and contractors to ensure smooth and adequate accomplishment of desired goals.
Participates with the Accounting Officer in the design and development of process improvements to enhance the efficiency of transaction processing and other financial management reporting activities that result in optimal utilization of staff resources.
Develops accounting forms, records, and other formats, systems and internal controls, required in the maintenance of adequate records as continuous changes in Endowment policies and statutory authorities take place.
Reviews and analyzes various reports for adequacy and conformance with established procedures and requirements of laws, regulations, and administrative determination before submission to administrative program officials of NEH, Treasury, OMB, and other agencies requiring information.
Maintains appropriate controls for ensuring that accounting transactions are complete, accurate, and uniform with classifications and requirements and are accurately and appropriately coded and posted to the general and subsidiary ledgers.
Monitors the maintenance of the Endowment's general ledger and ensures that proper reconciliations are made of certain control accounts and subsidiary records. Oversees the preparation of routine monthly trial balances from the General Ledger.
Performs analyses of current and historical financial data for special or routine reports on trends, projections, and fund accountability. Performs special analyses on an ad hoc basis to meet special needs as well as standard periodic issuances.
Assists management officials in analyzing and applying financial data. Recommends options for putting accounting data to more effective management use. Advises Endowment officials concerning the official status of appropriations and allotments, funds obligated, and funds available for obligation, and recommends alternative courses of action to accomplish desired results.
In the absence of the Accounting Officer, serves as acting director of the accounting office and provides liaison services between NEH and the GAO, Treasury, and OMB on matters related to accounting. Interprets laws, regulations, and other authoritative guidance affecting accounting activities and other offices of the Endowment, and in coordination with the NEH Budget Officer, advises agency officials as to the availability of appropriations as to purpose, time, and amount.
Provides recommendations to the Accounting Officer regarding major projects to be initiated, dropped or curtailed; needed changes in emphasis, and long-range planning in connection with perspective changes in programs.
Performs other related duties as indicated.
