The Associate Chief Counsel, Income Tax and Accounting (ITA) employs approximately 90 tax professionals who work in our national office in Washington, D.C. These professionals provide legal advice and litigation support on tax matters involving recognition and timing of income and deductions of individuals and corporations, sales and exchanges, capital gains and losses, accounting methods and periods, installment sales, long term contracts, inventories and alternative minimum tax to the IRS, the Office of Chief Counsel, the Dept. of Treasury, and to other government agencies and the public.

You must meet the following requirements by the closing date of this announcement:
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience with respect to the provisions of the Internal Revenue Code, tax regulations, published rulings, court cases, and other technical materials. This includes assisting preparing memoranda, comment letters, private letter rulings, notices of proposed adjustment, position papers, closing agreements, and/or opinions with respect to complex interpretation matters involving federal income tax provisions; experience as a contact in his/her organization or office with respect to federal income tax provisions such that he/she was responsible for assisting all levels of non-tax and tax personnel with federal income tax issues; experience assisting developing and teaching federal income tax training courses, and/or presenting federal income tax topics on panels; and experience as a liaison for his/her organization on federal income committees.

Rating: Your application will be evaluated in the following areas: 1) Skill in analyzing and interpreting complex Income Tax and Accounting rules, regulations and policy matters; 2) Ability to prepare/write documents/issuances ranging from complex tax documents designed for legal practitioners to non-technical/educational materials targeted for more general use; 3) Skill in effective communication techniques used to make oral presentations and negotiate effectively with management and taxpayers to accept and implement recommendations; and 4) Ability to identify and analyze a wide variety of technical problems, determines alternative courses of action, and implements decisions on issues and problems. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, Category A, Category B or Category C depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered, if your responses to the online questions are not supported by the education and/or experience described in your application.
