The DOJ is seeking an experienced attorney to serve as the Chief of the Special Operations Unit (SOU) and the Deputy Director of the Federal Witness Security Program. The SOU, a unit within the Office of Enforcement Operations (OEO), in Washington, D.C., oversees the use of several sensitive law enforcement investigative techniques governed by relevant provisions of the United States Attorneys' Manual as well as management and oversight responsibilities for the Federal Witness Security Program.

The majority of the incumbent's time is dedicated to the Federal Witness Security Program (Program). As the Deputy Director of the Program, the incumbent coordinates oversight of Program policies and administration of Program practices with multiple partners both within, and outside of, the Department of Justice. The Deputy Director manages the day-to-day operations of the Program and supervises, establishes policies, and provides legal guidance to a professional staff, including case analysts and attorneys, to accomplish the mission. In addition, the incumbent is responsible for reviewing and making recommendations for action on all matters before their presentation to the Program Director for final action/decision.
As the Chief of SOU, the incumbent supervises attorneys and staff responsible for oversight of the use of sensitive law enforcement tools, including, but not limited to: the utilization of Special Administrative Measures conditions of confinement in cases involving high-risk federal inmates who threaten national security or who have links to terrorism; the application and vetting of applications by federal law enforcement agencies for certain immigration benefits for witnesses cooperating in cases targeting organized criminal syndicates; and the covert use of federal inmates in sensitive operations. The incumbent makes recommendations to OEO and Criminal Division leadership regarding the use of sensitive investigative techniques employed in federal criminal investigations. In addition, the incumbent is responsible for providing legal advice and guidance to OEO's Director and Deputy Director in establishing policies for the operation of the SOU and management of attorney and non-attorney staff, as well as performing a variety of other tasks, as directed by the Director or Deputy Director.
The incumbent provides legal advice and support on the operation of the SOU and the Program to United States Attorneys' Offices around the country and travels when necessary to provide training to federal prosecutors and law enforcement agencies.
The incumbent develops and maintains relationships with staff and agency employees at various levels, as well as members of the United States Attorney community and representatives of investigative agencies at all levels of the government to communicate and disseminate information about the Unit's mission and activities.
